Kittitas County staff will investigate information related to a <br />checklist and inquiry developed by Fehr and Peers. The checklist and inquiry will be based on a similar <br />"State of Good Repair" report section from a similar county with similar maintenance and operational <br />consideration(s). County staff will provide a draft memorandum to be reviewed and used by Fehr and <br />Peers to complete this chapter of the Transportation Element. Fehr and Peers will provide growth <br />projections as part of Task 03 that the county can use to focus a portion of their analysis on the impacts of <br />increased traffic and growth. This growth will inform the County's memorandum regarding how these <br />results may change current practices, assumptions, and provide guidance on maintenance items likely to <br />be impacted at the planning horizon (2037). This information will be used to base discussions and <br />recommendations on in regard to developing best practices and updating the Transportation Element. An <br />example might be the County's current bituminous surface treatment (Chip Seal) -frequency of seven years <br />per roadway, where increased growth might merit a shorter interval between treatments such as a five <br />year interval. This change would project list and budget implications). Fehr and Peers refine the <br />information from the Kittitas County Memorandum and place it in the Transportation Element update. <br />Kittitas County will review the write-up and conclusions for accuracy with their research and standard <br />practices. <br />Deliverables: <br />■ Draft insert for the Transportation Element (see Task 08 below). <br />Jacobs will review and provide comments in track changes to Fehr and Peers and Cc: the Kittitas <br />County Project Manager. <br />Task 07 - Fttndin d ementation: The purpose of this task is to work with Kittitas County to <br />identify and analyze potential funding sources and match them to the county's list of transportation <br />improvements. The result is a financially feasible Transportation Element for the Kittitas County <br />Transportation Plan. The analysis will include funding needs for ongoing maintenance and preservation of <br />roadways. <br />Fehr and Peers will review the County's Capital facilities element and CIP and financial data to be <br />provided by the County. Fehr and Peers will recommend the development of funding strategies including <br />consideration of new revenues dedicated to the transportation system, The fmal funding plan for the <br />Transportation Element will include recommendations on the potential actions that the County can take to <br />minimize any funding shortfalls for identified transportation needs. <br />Deliverables: <br />01 Technical memorandum summarizing outcome of workshop with list of potential funding sources <br />not currently being utilized by the County.
