Fehr and Peers will develop estimates of horizon year traffic volumes (year 2037) based on <br />the regional Visum model and growth rate assumptions that relate to the County's estimate of land use <br />growth. As a part of this task, it is assumed that Fehr and Peers will spend up to 40 hours evaluating <br />future modeling scenarios, such as new roadway alternatives andlor identified transportation corridors. <br />Deliverables: <br />Memo documenting existing conditions for the above modes, as well as anticipated future <br />conditions (tiers from the workshop in Task 02). <br />Jacobs will review and provide comments in track changes to Fehr and Peers and, Ce: the Kittitas <br />County Project Manager. <br />■ Delivery of final travel model <br />Task 04 - Policy 1ggment• The purpose of this task is to update, refine, and condense the County's <br />existing set of transportation policies. The resulting set of policies will be concise, user friendly, and will <br />guide the development of the Transportation Chapter. As a part of this task, Fehr and Peers will hold a <br />workshop with County staff in March and lead a Workgroup Session in early April (hours shown under <br />task 2). It is anticipated that no more than six goals will be applied to potential project rankings within the <br />list of preferred project alternatives, <br />As part of the policy review, Fehr and Peers will review and recommend updates to the County's current <br />Level of Service (LOS) policies. As described in Task 2, Fehr and Peers will conduct a workshop to <br />explore alternative LOS approaches, including several factors: geographic location, time period, and <br />mode. The selection of an LOS standard and methodology will guide the transportation improvements to <br />he included in the 20 year project list. <br />Deliverables: <br />■ Updated set of goal and policies (tiers from the workshop in Task 02) <br />■ Jacobs will review and provide comments in track changes to Fehr and Peers and Cc: the Kittitas <br />County Project Manager. <br />Task 05 - Develgg the Proiect List: Based on the results from the above tasks, Fehr and Peers will <br />recommend transportation capital improvements_ These improvements will address needs identified for <br />all modes (as described in Task 3) and follow the goals and policies established in Task 4. The project list <br />will leverage previously published costs or County staff provided costs.
