Commissioner O'Brien <br />seconded the motion. Resolution 2016-061 was <br />approved as presented. <br />OTHER BUSINESS: Mark reported that several years back staff was made <br />aware of the appearance of a 60' metal girder bridge on <br />Durr Road in the Umptanum. The bridge was placed there <br />by the Department of Fish and Wildlife. It used to be a <br />creek crossing and was being torn up by motorized <br />vehicles. Staff has done a fair amount of research and it <br />appears we have abandoned Durr Road but have not <br />vacated it. The issue now is that there is an over 20' <br />bridge structure in our right of way that is not permitted. <br />Mark is suggesting approaching Fish and Wildlife and <br />having them get a franchise agreement that will allow the <br />bridge to be in the right of way and then sign an inspection <br />contract since staff has been inspecting the bridge for the <br />last 3 years and will continue to have to inspect it through <br />its life. The infrastructure is owned by Fish and Wildlife. <br />Commissioner Jewell suggested that staff vacates the <br />road. Mark will find out who the landowner is then vacate <br />the road. Plan B will be a franchise agreement and an <br />inspection contract. Discussion was held. <br />411 N. Ruby, Ste. #1 <br />Ellensburg, WA 98926 <br />Mark stated that Ringer Loop flows have abated crossing <br />the road but they are right at the top of the access road. <br />So, if in the next few days if they continue to recover we <br />may be able to do the cost estimating that is required to <br />close out the FEMA work program. Mark spoke with David <br />Papineau and had an appraisal completed. He is now <br />waiting to hear from Roland Resources. Discussion was <br />held. Staff has started a dialogue with Burlington Northern <br />Santa Fe as it relates to the element that we loaded into <br />the Ringer Loop Design alternatives as considering some <br />future armoring of the railroad bed for the purposes of <br />acknowledging that when we shift the river over it could <br />cause some evulsion across the railroad bed. <br />Mark stated that last week Blackhorse was in full bloom <br />again. Staff saw significant discharge into the Ellensburg <br />Water Company and our right of way was consumed to the <br />point that it was in the roadway lane and deployed water <br />over the roadway signs.
