Staff has consulted with <br />Department of Fish and Wildlife and there may be a late <br />fish window on Lodge Creek that might be late August or <br />early September time frame. Mark stated that we can get <br />the design documents and an expedited biological <br />assessment through the Army Corp of Engineers. Mark <br />stated that he has been working with Jacobs on a scope of <br />work. He said that the current contract with Jacobs does <br />not support this design. We do have an open task order <br />with them originally to negotiate with the WSDOT on some <br />properties that they have. We supplemented that contract <br />to help support the processing of flood permits. The <br />design costs are anticipated to be around $150,000. Mark <br />stated we have a local emergency on the road and is <br />requesting the Board to consider declaring it a local <br />emergency. This will allow staff to move quickly with <br />following through with the scope of work with Jacobs. <br />Discussion was held. <br />Board Direction: Commissioner Jewell moved to approve Resolution <br />2016-059 as presented. Commissioner O'Brien <br />seconded the motion. Commissioner Jewell stated for <br />the record that this is in the best interest of the public <br />and Mr. Cook has mentioned several issues, as this is <br />the only access in and out for 40 single family homes <br />and the only access in the winter as well. Replacing <br />the culvert in an expedited manner would provide the <br />best option and certainly in the public interest to <br />declare the emergency now.
