Task Order 02 <br />Attachment 1 <br />Page 3 of 5 <br />Task 5 — National Historic Ptwation Act: Section 106 Coordination: <br />ESA will prepare eonwpondenoe for County signature to define the Area of Potential Effects (APE) and initiate <br />Section 106 consultation for the project. The C my will finalize the correspondence and submit it to WSDOT; <br />WSDOT will send the cormsponde nce to Consulting Parties which will begin a 30 -day comment period. <br />ESA will conduct background research using Washington State Depattnu tt of Historic Preservation (DAHP) <br />database, other online sources, and our own archives to identify recorded and potential archaeological and <br />historic resources in and around the project APE_ ESA will also review available environmental and geological <br />backgFnund infarmation. A preliminary review ofthe DAHP database indicates that cultural resources (a <br />historic irrigation canal) may he present within the project APE. <br />Once the 30 -day comment period has elapsed, ESA will conduct a surface and subsurface survey of the APE, <br />outside of the paved road. area. Subsurface survey will be conducted using up to 16 band -dug shovel probes (4 <br />probes at each culvert kmuon) advanced to a range of depths; depth of pmW will be relative to the soil type and <br />the expected disturbance. Spoils will be screened through V44ch mesh. Pnnbc locations will be ro =ded using <br />GPS. Prehistario and historic artifacts (if encountered) will be described andpi otographed in the field, and <br />returned to the find location; no artifacts will be collected. <br />ESA will summarize the findings of our wotic in a Technical Report thd meets WSDOT and Stage historic <br />Preservation Officer (SHPO) standards. The report will also mdhAc a Historic Property -Inventory for the <br />irrigation canal including a National Register eligibility recommendation. ESA will prepare a draft Cultural <br />Resources Technical Report for review by the County. After County review ESA will subnut a draft for review <br />by WSDOT. After WSDOT review, ESA will incorporate comments and submct a revised draft for Consulting <br />Party review; this will be a 30 day comment period Following receiptof comments from Consulting Parties, <br />ESA will prepare a final draft and submit hard copm to the County. The County will be responsible for sending <br />the hard copies to WSDOT for t1wir distribution. <br />lam: C=Ity Draft (electronic), WSDOT Draft (electronic), Consulting Patty Draft <br />(electronic), and final Cdtival Resources Technical Report (hard copies and CD). <br />WSDOT will lead all Section 106 consultuton. <br />• Field schedule ie depmdemon the Cmmty's submittal ofAPE cmupandco to <br />WSDOT; no field work can be conducted yn til the 30 -tiny comment period has elapsed. <br />� The County will provide coptes of any geotechnical report or logs for review, if available. <br />A utility locate twist be performed prior to subsurface survey. ESA will coordinate <br />with utility Notiftcattou Center to schedule the utility locate. ESA assumes that the <br />project area can be readily accessed by the utility locators, and will not require <br />meeting locators on-tte. <br />If cultural resources besides the historic irrigation canal are identified, documentation of <br />flee resources may require a task order amendment <br />The County will provide a single set of consolidated review comments on the draft <br />Technical Report. <br />
