Task Order 02
Attachment Z
Archaeological construction monitoring is not included in this task If requested, ESA will
provide a task order supplement for constnxtion monitoring.
Task 6— Wetland & Stream Report
ESA will prepare a wetland and stream report which satisfies requirements for subtnittal to the USACE and
Kittitas County Community Development Services. The report will include a detailed project description;
description of the site; wetland sine, classification and ratings (if wetlands are preserul- WIC= classification and
ratings, regulatory implications, and an went of impacts to both streams and wetlands (if applicable).
ESA will prepare a draft wetland and stream report for review by the County. After County review, ESA will
provide a final report.
pdambles: County draft (electronic) and final wetland and stream report (hard copy).
4 As the project involves replacement of fish4xir= Culverts and that m4=W to regulated
wetlands are unlikely, it is assumed that no compensatory wetland or stream mitigation
will be required. If mitigation work is required, FSA would be happy to provide a task
order mpplement if project design assistance m requested. ' -
The County will provide a single set ofcomlidated review comments on the draft
Wetland and Stream Report..
Task 7 — NEPA
Based upon our understanding of the proposed project, ESA assumes flat t>xe project will require an
Environmental Ckwiiication Summary (ECS) Form The ECS is the NEPA document that WSWr uses for
projects that are categosiaed as Doctnocated Catega=d Exclumom (DCEs). ESA shall prepare a WSDOT ECS
Fonx; which will be completed per the guidance and, requiremiams m WSDOT Local Agency 0aidelmes (LAG)
Manual in eMet at the time a notice to proceed is 1='Ved by the project ESA will complete the ECS £ora
using information from the County and other m4vorting infomat tmn. The BA, cultural resour+cas technical
mea aorandum, and wetland and stream reportwill be appended to the ECS form, as necessary_
ESA will Prep= a craft ECS form fol review by the County. Ailteu Cmaty review, ESA will prepare a revised
draft form for submattal to WSDOT. Atter W SDOTMMA review, ESA will pnepam a final ECS foam
l?e ' Moles: County draft (electromC), revised draft (electrome), and find ECS form Nt rd Copy).
Assumptions
We assume that the pMeet will qualify for a categorical exclusion under NEPA. If, during
the preliminary design process it is dd=iined that the =6=nenW impacts are such
that the pmiect would not qualify for a categorical exclusion, an amendment to the scope
of work maybe uequtted.
v Based on the understanding and initial evaluation ofthe project area, it is assumed that
separate technical memoranda will not be required for envir o mental justice, 6za ons
materials, Section 4(f)l6(t) lands, visual resources, air quality, noise, air quality, or traffic.
These topics will be covered within the WSDOT ECS fornti, without separate
documentation.
