KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: November 23, 2016
TOPIC: Airport Update
ACTION REQUESTED: Informational
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Informational briefing — no recommendations are being sought.
BACKGROUND:
Recently, the Board of County Commissioners signed a lease assignment
agreement between Midstate Aviation and Central Washington University
(CWU). The final action of that agreement requires County acceptance of a
privately owned hangar for aircraft maintenance. Staff anticipates taking final
action during the week of November 28`h, 2016.
Staff met recently with CWU hearing numerous requests for capital
improvements. Parking, relocation of the County's fuel warning system, tree
trimming, installation of new aircraft tie -downs, building signage and installation
of natural gas heat are all items of discussion.
DISCUSSION:
It appears that Midstate will be setting a mobile office structure in the vicinity of
the old flight school just east of the existing gas tanks. This allows complete
assumption of our main hangar by CWU.
Resolution of lassco's use agreement remains undetermined. The Airport
Advisory Board does not have a single voice when setting a revised use
agreement rate. The majority of the members favor a rate commensurate with
lassco's impact ($20,000/year). Staff will contact lassco during the week of
November 28, 2016 requesting a meeting to discuss use rate finalization.
FISCAL IMPACTS:
Fiscal impacts resulting from capital improvements to Bowers Field are not
identified at this time.
ATTACHMENTS:
None.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
