KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: November 23, 2016
TOPIC: Levee Repair Update
ACTION REQUESTED: Informational
LEAD STAFF: Mark R. Cook
RECOMMENDATION:
Direct staff submits requested United States Army Corps of Engineers
documents for signature: Cooperative Agreement, Certification of Lands and
Authorization for Entry/Attorney's Certificate/Third Party Risk Analysis.
BACKGROUND:
The United States Army Corps of Engineers is offering to repair flood damage to
two County levees: Schaake and Klocke. Over the past month, staff has been
working to determine if the Schaake Levee repair can entail setting the levee
back approximately 100 feet from the current location. Bureau of Reclamation
(BOR) cannot provide a chain of title on the Schaake property. A new easement
from BOR is required supporting the setback.
Repair of the Klocke Levee may involve Burlington Northern Sante Fe Railroad
(BNSF). Staff is working to finalize any actions required by BNSF impacting
levee repair.
DISCUSSION:
Attempts to define exact easement extend for the Schaake Levee have failed.
New easement documents are required to meet USACE certification
requirements. Timeline for survey and BOR action do not support USACE's
project timeline. The current location is easily certified by staff. There is a
consideration of added costs associated with levee setback. After much back
and forth, staff now believes the path forward is certifying the existing levee and
abandoning the setback idea at this time. The USACE is moving rapidly to
finalize public comment and schedule the necessary repair. Staff believes the
way forward is to certify documents submitted by the USACE.
FISCAL IMPACTS:
Staff is budgeting $100,000 for 2017 levee repair cost share.
ATTACHMENTS:
None.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
