Task Order 02
Attachment 1
Task 5 — National Historic Preservation Act; Section 1.06 Coordination:
ESA will prepare correspondence for County signature to define the Area of Potential Effects (APE) and initiate
Section 106 consultation for the project. The County will finalize the correspondence and submit it to WSDOT;
WSDOT will send the correspondence to Consulting Parties which will begin a 30 -day comment period.
ESA will conduct background research using Washington State Department of Historic Preservation (DAHP)
database, other online sources, and our own archives to identify recorded and potential archaeological and
historic resources in and around the project APE. ESA will also review available environmental and geological
background information_ A preliminary review of the DAHP database indicates that cultural resources (a
historic irrigation canal) may be present within the project APE.
Once the 30 -day comment period has elapsed, ESA will conduct a surface and subsurface survey of the APE,
outside of the paved road area. Subsurface survey will be conducted using up to 16 hand -dug shovel probes (4
probes at each culvert location) advanced to a range of depths; depth of probe will be relative to the soil type and
the expected disturbance. Spoils will be screened through 1/4 inch mesh. Probe locations will be recorded using
GPS. Prehistoric and historic artifacts (if encountered) will be described and photographed in the field, and
returned to the find location; no artifacts will be collected.
ESA will summarize the findings of our work in a Technical Report that meets WSDOT and State Historic
Preservation Officer (SHPO) standards. The report will also include a Historic Property Inventory for the
irrigation canal including a National Register eligibility recommendation. ESA will prepare a draft Cultural
Resources Technical Report for review by the County. After County review ESA will submit a draft for review
by WSDOT. After WSDOT review, ESA will incorporate comments and submit a revised dram for Consulting
Party review; this will be a 30 day comment period. Following receipt of comments from Consulting Parties,
ESA will prepare a final draft and submit hard copies to the County. The County will be responsible for sending
the hard copies to WSDOT for their distribution.
Deliverables: County Draft (electronic), WSDOT Draft (electronic), Consulting Party Draft
(electronic), and final Cultural Resources Technical Report (hard copies and CD).
Assurnotions
WSDOT will lead all Section 106 consultation.
• Field schedule is dependent on the County's submittal of APE correspondence to
WSDOT; no field work can be conducted until the 30 -day comment period has elapsed.
• The County will provide copies of any geotechnical report or logs for review, if available_
A utility locate must be performed prior to subsurface survey. ESA will coordinate
with Utility Notification Center to schedule the utility locate. ESA assumes that the
project area can be readily accessed by the utility locators, and will not require
meeting locators on-site.
• If cultural resources besides the historic irrigation canal are identified, documentation of
the resources may require a task order amendment.
• The County will provide a single set of consolidated review comments on the draft
Technical Report.
