Task Order 02 <br />Attachment 1 <br />Page 2 of 5 <br />Assumptions: <br />• The County will provide project design drawings and wetland and stream boundary <br />information in electronic format (i.e. CAD). ESA will use the drawings to create the <br />JARPA figures. <br />• No project restoration design work is anticipated, and is not included in this task If <br />requested, ESA will provide a task order supplement for restoration design assistance. <br />• The County will provide a single set of consolidated review comments on the Draft <br />DARPA. <br />• We have assumed one revision of the DARPA, as specified above. Additional revisions <br />may require a task order amendment. <br />Task 4 — Endangered Species Act Coordination, ESA will prepare a Biological Assessment (BA) for the <br />project. The BA will be prepared to support consultation efforts under Section 7 of the Endangered Species Act <br />among the federal lead agency (FHWA) and the United States Fish and Wildlife Service (USFWS) and <br />National Marine Fisheries Service (MHS). This task includes a visit to the project site, which will coincide <br />with the wetland/OHWM delineation (see Task 2). This task also includes coordination with N�fFS, USFWS, <br />WDFW, and the Washington Department of Natural Resources (WDNR) as necessary to obtain habitat and <br />species information. <br />ESA will prepare a draft BA for review by the County. After County review ESA will make one set of revisions <br />and submit a revised draft BA to to FH1WA's On -Line File Cabinet. After WSDOT/FHWA review, ESA will <br />prepare a final BA to be submitted to USFWS and NMFS. <br />Deliverables: County draft (electronic), revised draft (electronic), and final BA (Lard copy). <br />Assumpttians: <br />• This task does not include plant or animal surveys. <br />• To minimize added cxpenditums resulting from plan changes, ESA recommends that the <br />County provide ESA with project information containing as much detail as possible. <br />• We have assumed two revisions of the BA, as specified above. Additional revisions may <br />require a task order amendment. <br />• Based upon a review of existing habitat information, ESA assumes that Endangered <br />Special Act -listed species may be present within the proj ect area (e.g. Mid -Columbia FSU <br />steeihead trout and northern spotted owl). Depending upon project design, construction <br />methods, and construction timing, we assume that project "may affect, but is not likely to <br />adversely affect" or "may affect, and likely to adversely affect" Endangered Species Act - <br />listed species, and therefore a full BA would be required. <br />• The County will provide a single set of consolidated review comments on the Draft BA. <br />• ESA will adjust the BA as required within the limitations of the budget. Changes to the <br />project or report requirements, particularly as a result of new species information or <br />changes to listing status atter work has been initiated will required added services or <br />additional revisions and may require a task order amendment. <br />
