Task Order 02 <br />Attachment I <br />Page 4 of 5 <br />• Archaeological construction monitoring is not included in this task if requested, ESA will <br />provide a task order supplement for construction monitoring. <br />Task 6— Wetland & Stream Report <br />ESA will prepare a wetland and stream report which satisfies requirements for submittal to the USACE and <br />1{ittitas County Community Development Services. The report will include a detailed project description; <br />description of the site; wetland size, classification and ratings (if wetlands are present); stream classification and <br />ratings, regulatory implications, and an assessment of impacts to both streams and wetlands (if applicable). <br />ESA will prepare a draft wetland and stream report for review by the County. After County review, ESA will <br />provide a final report. <br />Deliverables: County draft (electronic) and final wetland and stream report (hard copy)_ <br />Assumptions: <br />As the project involves replacement of fes -barrier culverts and that impacts to regulated <br />wetlands are unlikely, it is assumed that no compensatory wetland or stream mitigation <br />will be required. if mitigation work is required, ESA would be happy to provide a task <br />order supplement if project design assistance is requested. <br />• The County will provide a single set of consolidated review comments on the draft <br />Wetland and Stream Report. <br />Task 7 —NEPA <br />Based upon our understanding of the proposed project, ESA assumes that the project will require an <br />Environmental Classification Summary (ECS) Form. The ECS is the NEPA document that WSDOT uses for <br />projects that are categorized as Documented Categorical Exclusions (DCEs)_ ESA shall prepare a WSDOT ECS <br />Form, which will be completed per the guidance and requirements in WSDOT Local Agency Guidelines (LAG) <br />Manual in effect at the time a notice to proceed is received by the project. ESA will complete the ECS form <br />using information from the County and other supporting information. The BA, cultural resources technical <br />memorandum, and wetland and stream reportwill be appended to the ECS form, as necessary. <br />ESA will prepare a draft ECS form for review by the County. After County review, ESA will prepare a revised <br />draft form for submittal to WSDOT. After WSDOTIFHWA review, ESA will prepare a final ECS form <br />Deliverables: County draft (electronic), revised draft (electronic), and final ECS form (hard copy). <br />Assumptions: <br />• We assume that the project will qualify for a categorical exclusion under NEPA. If, during <br />the preliminary design process it is determined that the environmental impacts are such <br />that the project would not qualify for a categorical exclusion, an amendment to the scope <br />of work may be required. <br />• Based on the understanding and initial evaluation of the project area, it is assumed that <br />separate technical memoranda will not be required for environmental justice, hazardous <br />materials, Section 4(f)16(f) lands, visual resources, air quality, noise, air quality, or traffic. <br />These topics will be covered within the WSDOT ECS forth, without separate <br />documentation.
