One of culverts (Mason Creek) will be replaced with a bridge, while the other three
culverts (Story Creek, John Creek, and Musser Creels) will be replaced with wider, fish passable culverts. The
project has received grant R nrl from the Federal Highway Administration (FHWA). The County has asked
ESA to prepare permitting documents in support of the project.
A detailed Scope of Work is provided below, which outlines ESA's responsibilities under this Task Order.
Task 1– Project Management: This task includes on-going project management and client coordination.
ESA will attend one on-site project coordination meeting, if requested by the County and/or permitting
agencies.
Deliverables: Monthly invoices and progress reports/work summaries.
Task 2--Wedand/OHWM Delineation: ESA will delineate wetland boundaries (if present) and the Ordinary
High Water Mark (OHWM) within 50 feet of the culverts to be replaced. We anticipate requiring one day of
fieldwork to complete the delineations, which includes travel time to and from the project site. Wetlands will be
delineated in accordance within the Regional Supplement to the U.S. Army Corps of Engineers (USACE)
Wetland Delineation Manual (Version 2.0): Arid West Region. The OHWM will be delineated in accordance
with the guidelines provided in the Washington State Department of Ecology (Ecology) Publication # 08-06-
001: Determination the Ordinary High Water Mark on Streams in Washington State.
OHWM and wetland boundaries will be marked with sequentially numbered pin flags and/or ribbon tape.
Wetlands (ifpresent) will be rated using the Washington State Department of Ecology (Ecology) wetland rating
system for Eastern Washington.
Deliverables: Sketch map showing the location of all OHAIM and stream boundaries.
Assumptions:
a The County is responsible for providing a professional land survey of flagging locations.
The County will make the necessary arrangements for ESA to access private properties, if
required.
A utility locate must be performed prior digging wetland sample plots. ESA will
coordinate with Utility Notification Center to schedule the utility locate. ESA
assumes that the project area can be readily accessed by the utility locators, and will
not require meeting locators on-site.
Task 3 ,DARPA (including HPA): ESA will prepare a Joint Aquatic Resources Permit Application (JARPA).
The JARPA will serve as the permit application for a USACE—Clean Water Act (CWA) Section 404 permit,
Washington Department of Fish and Wildlife (WDFW) Hydraulic Project Approval (HPA), and Ecology CWA
Section 401 Water Quality Certification.
ESA will prepare a draft JARPA for review by the County. After County review ESA will make one set of
revisions and submit to the County and the applicable permitting agencies.
Deliverables: County Draft (electronic) and. final DARPA (hard copy).
