Perform Community Engagement and Project Outreach <br />NOTE: The performance of community engagement and outreach takes place throughout the life of the <br />flood risk project. Work with your Region to develop a Project Outreach and Communication Plan <br />(POOP). An alternate tracking method is acceptable with approval from the FEMA Regional Office. Up <br />to 10 percent of the total budget can be used for Community Engagement. An additional (up to) 10 <br />percent of the total budget can be used for Project Outreach. The activities identified here are for project <br />specific community engagement and outreach. The overarching CERC MAS can be used for broader <br />program wide engagement activities. <br />Responsible Mapping Partner: Kittitas County Public Works <br />Scope: <br />Community Engagement <br />This task includes activities for the CTP to provide supplementary support to the Mapping Partner <br />responsible for the Community Engagement activities funded through the Project Management MAS or <br />other contracts. Community Engagement activities funded through this MAS shall not supplant or <br />duplicate Community Engagement activities funded through other grants or contracts. There is a separate <br />Statement of Work document used to document additional program wide Community Engagement and <br />Risk Communication activities performed by CTPs. <br />The activities listed below are intended to support on-going project efforts that foster working <br />relationships between ffederal, state, tribal and local governments with private and public interests in <br />order to reduce the impact of natural disasters where a community's interaction with a natural hazard may <br />be altered or averted. These activities should be reviewed for implementation throughout the Risk MAP <br />lifecycle, including the defined meetings within it. <br />It is expected that including these approaches will assist in increased risk awareness and the development <br />of actionable measures to reduce risk within the Flood Risk Project footprints. These activities should be <br />implemented as directed by the Project Officer to: <br />• Increase the understanding of natural hazard risk within a community. <br />• Support local efforts to reduce natural hazard risk within a community or watershed area. <br />• Increase the effectiveness of meetings and engagement opportunities with communities <br />throughout the Risk MAP life cycle. <br />Note: Community mitigation action cannot be purchased (meaning, mitigation projects cannot be <br />purchased through a Risk MAP project); however, it can be influenced and advanced by proper project <br />and communications planning throughout the Risk MAP process. Strategic communication planning can <br />be assisted by the tools and tactics identified below. <br />Watershed and Community Assessment.
