2019 ELN Suggested Staff Scope of Services <br />TASK 4. Revise KCC Title 19 <br />CONSULTANT will work with the Airport Advisory Committee and others revising KCC <br />Title 19 (Airport minimum standards). Title 19 will be updated reflecting current market <br />environment and desired future market conditions. <br />DELIVERABLE: Revised Title 19 for Planning Commission consideration and ultimate <br />comprehensive plan amendment in 2020. <br />TASK 5: Review KCC 17.58 and Make Recommended Amendment to Code <br />CONSULTANT will review KCC 17.58 and make recommended code changes. It is <br />anticipated that review of KCC 17.58 will include input and involvement from Kittitas <br />County Community Development Services and from Public Works, <br />DELIVERABLE: Revisions to KCC 17.58 for Planning Commission consideration. Final <br />amendments are provided in reline and clean copy for revising the County's <br />Comprehensive Land Zoning Code at KCC 17.58. <br />TASKS: Rules and Regulations <br />Rules and regulations that are separate from those developed in TASK 3 will be <br />prepared in a letter report and presented to the Board. It is anticipated that any rules <br />and regulations will be developed with close communication between the Advisory <br />Committee and the CONSULTANT. Title 19 revisions will address the need for <br />inclusion of any Identified rules and regulations. <br />DELIVERABLE: Letter report detailing suggested rules and regulations governing <br />operations at ELN will be prepared and presented to the Board. <br />TASK 7: Wildlife Management Plan <br />CONSULTANT will meet with the Airport Advisory Committee, Department of Natural <br />Resource staff and Central Washington University staff collecting anecdotal I information <br />regarding potential wildlife conflicts at ELN. CONSULTANT will meet with Bureau of <br />Land Management regional staff (if deemed appropriate) developing a proposal for <br />managing wildlife at ELN. <br />DELIVERABLE: A letter report detailing the need (or absence of need) for developing a <br />wildlife management plan at ELN. <br />Page 2 of 3 <br />
