2019 ELN Suggested Staff Scope of Services <br />ELN (Bowers Field) Consultant Services <br />Staff Suggested Scope of Services <br />May 06, 2019 <br />TASK 1: Define Level of Authority with Board of County Commissioners <br />CONSULTANT will meet with the Kittitas County Board of County Commissioners and <br />the Airport Manager defining the level of authority for the CONSULTANT. This meeting <br />will also define the required support from the Airport Manager. A communications plan <br />will be prepared defining how information moves from the CONSULTANT to the Board <br />and how Public Works is expected to facilitate information flow from the CONSULTANT <br />to the Board. The Board may elect to manage this contract in the absence of Public <br />Works involvement. <br />DELIVERABLE: One meeting in Ellensburg, WA. A communications plan identifying <br />how information will move from the CONSULTANT to the Board will be prepared. The <br />role of Public Works in the plan will be clearly identified. <br />TASK 2: Rates and Charges/Leasing Policies <br />CONSULTANT will review all existing ELN leases. Proposed lease rates for <br />aeronautical and non -aeronautical areas will be developed. Leasing policies will be <br />developed for each lease type at the airport. CONSULTANT will evaluate and advise <br />the Board on the best practice extending utilities to private development on the airport <br />and recommend cost recovery strategies as appropriate. Grazing leases will be <br />assessed for long-term compatibility with economic development and wildlife conflict <br />and a recommendation made as to long-term viability. <br />DELIVERABLE: New lease models for the aeronautical and non -aeronautical areas of <br />the airport along with leasing policies. A recommendation on long-term viability of <br />grazing leases will also be provided. <br />TASK 3: Develop a listing of "Best Management Practices" and Establish <br />Minimum Standards <br />CONSULTANT will prepare a listing of best management practices for ELN including <br />but not limited to: °T" hangar management, tie down management, lease collection, <br />weed management, FOD (flying object debris) management, NOTAM (notice to airmen) <br />communications, management of lease lands and overall industrial area management <br />The list will be compiled creating minimum operational standards for ELN. <br />CONSULTANT will determine what (if any) of the practices will be included into KCC <br />Title 19. <br />DELIVERABLE: Letter report detailing minimal operational standards for ELN. <br />Page 7 of 3 <br />
