Board of Health Minutes <br />March 29,2019 <br />2 of4 <br />Department updates <br />Administrator update <br />Tristen Lamb stepped to the microphone and stated the departments support for the county and all those <br />involved with the recent tragedy last week.Ms.Lamb thanked staff for stepping up to help at the <br />Emergency Operations Center.Ms.Lamb then updated the board members on the following: <br />Contracts and Agreements: <br />Ms.Lamb mentioned a foundational public health services bill which was going through legislation;it <br />has currently passed in the house and the senate. <br />Staffing updates: <br />•Zac Bales started as an Environmental Health Specialist on March 4*,2019. <br />Program updates: <br />•Liz Whitaker provided overdose prevention training and distributed naloxone at the Adult <br />Activity Center in Ellensburg. <br />•Ellensburg Police Department requested Adverse Childhood Experiences (ACEs)and Resiliency <br />training,which was provided by Chelsey Loeffers. <br />•The On-Site Sewage program increased the use of SmartGov permitting software to improve <br />efficiency between KCPHD and other county departments. <br />Admin updates: <br />•The 2019 fee schedule update has received its annual review,and changes to the cost-recovery <br />method have been incorporated. <br />•Public Health management team had a retreat on February 25th,to discuss succession planning <br />after supervisor retirement,updates to the strategic plan which are due this year,and creating and <br />implementing an anonymous customer service survey. <br />Health Officer Update <br />Liz Whitaker provided the update on Dr.Mark Larson's behalf.She gave an update regarding the measles <br />outbreak;there are no confirmed cases in Kittitas County,and the last confirmed case in Clark County <br />was 11 days ago.Ms.Whitaker stated that this hopefully indicates it is winding down,and noted that <br />there has been a lot of discussion and planning regarding what would happen in the future if a measles <br />case/outbreak occurred in Kittitas County. <br />•There were no updated flu statistics this week;however the first 2 weeks of March had a spike in <br />both flu tests and positive results. <br />•Ms.Whitaker noted that it has been an unusually late flu season. <br />Financial Update <br />Tina Rowan stepped to the microphone and stated that she had been busy finalizing the December <br />accounts,accruals and billings.Ms.Rowan noted that some of the numbers on her financial handout will <br />change once accrual funding for January and February comes in from 2018. <br />Business <br />Naloxone and Overdose Prevention discussion <br />Tristen Lamb and Liz Whitaker briefly discussed what public health does for overdose prevention and <br />naloxone.Public health will provide training about naloxone to anyone who requests it,for use on others. <br />Rich Elliot provided information about the EMS side of naloxone use,noting that data shows a majority <br />of people using naloxone are not calling emergency services after administration,or are refusing transport <br />to a medical facility.Mr.Elliot also noted that EMS in Kittitas County is transporting roughly the same <br />amount of people for alcohol overdoses as drug overdoses.There was extensive discussion regarding the <br />problem of addiction,and working to break the addiction cycle.Mr.Elliot also stated that naloxone does
