Vice -Chairman Brett Wachsmith made a motion to <br />approve Resolution 2019-101 to Authorize the Interlocal Agreement with <br />the Citylof Cle Elum, WA supporting Utility Extension to the new Upper <br />County Shop at 51 No. 5 Mine Road, Cle Elum, WA. Commissioner Laura <br />Osiadacz seconded the motion. Chairman Cory Wright stated that he <br />supports this action but has reservations not having legal review. <br />Motion passed 3-0. <br />REQUEST TO AUTHORIZE ADVERTISEMENT FOR STATEMENT OF QUALIFICATIONS FOR <br />GENERAL ENGINEERING AND PLANNING SUPPORT SERVICES FOR BONERS FIELD <br />Mark Cook reported that the current on call contract with CenturyWest <br />Engineering for general engineering and planning services has expired. <br />Mark Cook stated that staff is asking to advertise for Statement of <br />Qualifications for a two (2) year service package to assist staff with <br />issues at Bowers Field. Mark Cook continued that he is meeting with <br />the Federal Aviation Administration on Friday and reported on an <br />electrical issue regarding a tenant lot and relocation of power. <br />Vice -Chairman Brett Wachsmith made a motion to authorize advertisement <br />for Statement of Qualifications for General Engineering and Planning <br />Support Services for Bowers Field. Commissioner Laura Osiadacz <br />seconded the motion. Motion passed 3-0. <br />REQUEST TO APPROVE A NOTICE OF PUBLIC HEARING TO CONSIDER THE LEASE OF <br />LOT C-30 OF THE KITTITAS COUNTY AIRPORT BINDING SITE PLAN <br />Mark Cook stated that with the short timelines and following the <br />direction of the Board of FISH moving to the Elmview site at Bowers <br />Field he is requesting to set a Public Hearing to consider a lease of <br />this property. Mark Cook continued that with the possibility of <br />liability to Elmview he drafted a letter to FISH for their signature <br />releasing liability until a lease is in place. Mark Cook added that <br />he did not have legal review on the letter however, did use current <br />lease language in it. Discussion was held. Vice -Chairman Brett <br />Wachsmith made a motion to approve a Notice of Public Hearing to <br />Consider the Lease of Lot C-30 of the Kittitas County Airport Binding <br />Site Plan. Commissioner Laura Osiadacz seconded the motion. Motion <br />gassed 3-0. <br />REQUEST TO APPROVE A NOTICE OF PUBLIC HEARING TO CONSIDER THE LEASING <br />OF KITTITAS COUNTY NATER RIGHTS THROUGH PUBLIC AUCTION <br />Mark Cook introduced Arden Thomas, Water Resource Manager to present <br />this item. Arden Thomas gave background on the drought concerns this <br />season. Arden Thomas stated that curtailment and rationing will be <br />taking place and Kittitas County does hold senior water rights. <br />Commissioner Laura Osiadacz inquired if this has had legal review. <br />Arden Thomas replied that legal review was done and the lease for <br />water was drafted by water rights attorney. Discussion was held. <br />Chairman Cory Wright requested a press release be done on the topic. <br />Vice -Chairman Brett Wachsmith made a motion to approve a Notice of <br />2019-06-10 MINUTES <br />
