PHASE5-SCOPEOFWORKprobablecumulativeimpactstocriticalareasresultingfromtheproposedproject.ProposedmitigationtooffsetanyimpactswillbedescribedinaccordancewithEllensburgCityCode15.610.130.ThisamendmenttothescopeofworkalsoincludesadditionalfieldverificationandreportingthatEcologyrequestedforadditionalwetlandsdelineation.Deliverables•RevisedDraftandFinalCriticalAreasReportwithmapping,figuresandhydraulicanalysis•ResponsetoCityComments,asneededTask6:MasterPlanMapUpdateTheDraftMasterPlanMapwillberevisedtoincludetheproposedmaintenancefacilityincludingrevisionstoonsiteroadwaysforaccesstothesitefortransferstationcustomers(MSW,recyclingdrop-off,greenwastevehicles),transfervehicles,PWDstaffandvehicles,andsolidwasteroll-offtruckvehiclestotheproposedroll-offcontainerstorageyard.Therevisedmasterplanwillalsoincludemodifiedsiteentrancelocationandgenerallayoutandtrafficpatternsfortheproposedmaintenancefacility.JacobswillworkcollaborativelywithSWDandPWDstaffindevelopingandevaluatingconceptuallayoutoptions.Assumptions:•AllMaintenanceFacilityprojectdatarequiredforlanduseandpermittingapplicationsandsubmittalsmustbeprovidedtoJacobsbyMay31,2019toobtainCityapprovalsandpermitsin2019.•TheMasterPlanwillproposeanalternativefortheconnectorroadthatiscurrentlyproposedintheCity'sComprehensiveplanthroughtheCounty'spropertyorreasonsforwhyitisnotneededwillbeprovidedtotheCityforplanamendmentunderTask10.•DitchD1willbefilled-inuntilsouthofthescalehousewhereitwillbeleftopen.D1willberelocatedaroundtheperimeterofthesite,originatingfromthenorth,adjacenttothenorthandeastboundarylinesuntilitexitsfromthesoutheastcorneroftheCounty'sproperty.ThereplacementD1willhaveataminimumthesamewidthandlengthastheexisting.•Allwetlandswillbeavoidedwithaminimumofa50-footbuffer.TheD1ditchandtheoffsiteditchsouthofthesouthernpropertylinedonotrequireabuffer.•Twoaccessroadentriestothesitewillbeprovided.TheMaintenanceFacilityandroll-offcontainerstorageyardwillsharethenorthernentrytothetransferstationsite.Deliverables:•Three(3)conceptuallayoutoptionmaps•OnerevisedDraftandFinalUpdatedMasterPlanMapandsupportingengineeringdrawings2
