KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 25, 2019 <br />TOPIC: Vantage Highway Overlay Project <br />ACTION REQUESTED: None Requested <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Proceed with design and construction consistent with the 2020 annual construction <br />program. <br />BRIEFING SUMMARY: <br />• 2020 Rural Arterial Preservation (RAP) award: $1,039,660 <br />• 2020 Highway Safety Improvement Program award (HSIP): $1,154,600 <br />• Engineer's estimate: $3.4 million <br />BACKGROUND: <br />Staff has been working the past year to generate supplemental funding allowing full <br />implementation of proposed improvements to Vantage Highway MP 21.25 to 27.51. <br />Several months ago, the County Road Administration noticed Public Works of our <br />successful grant application of $1,039,660 for pavement overlay. <br />DISCUSSION: <br />Staff revised the County's Safety Plan prioritizing guardrail replacement along Vantage <br />Highway immediately following notice of pavement award. Staff has been waiting to <br />hear from the Highway Safety Improvement Program (HSIP) regarding guardrail <br />replacement along Vantage Highway. Staff was recently noticed of an HSIP award in the <br />amount of $1,154,600. The reprioritizing of the County's safety program now allows full <br />implementation of Vantage Highway improvements in 2020. Replacement of guardrail is <br />a direct result from overlaying existing pavement. The existing guardrail is then non- <br />compliant for height. Bundling of the two funding programs is the second such attempt <br />by Public Works in the past couple of years — Manastash Bridge being the first (RAP and <br />BRAC). <br />FISCAL IMPACTS: <br />Grant funding reduces Vantage Highway improvement costs to approximately $1.2 <br />million down from $3.4 million. <br />ATTACHMENTS: <br />None. <br />Page 1 of 1 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
