Cook RECOMMENDATION: Proceed with design and construction consistent with the 2020 annual construction program. BRIEFING SUMMARY: • 2020 Rural Arterial Preservation (RAP) award: $1,039,660 • 2020 Highway Safety Improvement Program award (HSIP): $1,154,600 • Engineer's estimate: $3.4 million BACKGROUND: Staff has been working the past year to generate supplemental funding allowing full implementation of proposed improvements to Vantage Highway MP 21.25 to 27.51. Several months ago, the County Road Administration noticed Public Works of our successful grant application of $1,039,660 for pavement overlay. DISCUSSION: Staff revised the County's Safety Plan prioritizing guardrail replacement along Vantage Highway immediately following notice of pavement award. Staff has been waiting to hear from the Highway Safety Improvement Program (HSIP) regarding guardrail replacement along Vantage Highway. Staff was recently noticed of an HSIP award in the amount of $1,154,600. The reprioritizing of the County's safety program now allows full implementation of Vantage Highway improvements in 2020. Replacement of guardrail is a direct result from overlaying existing pavement. The existing guardrail is then non- compliant for height. Bundling of the two funding programs is the second such attempt by Public Works in the past couple of years — Manastash Bridge being the first (RAP and BRAC). FISCAL IMPACTS: Grant funding reduces Vantage Highway improvement costs to approximately $1.2 million down from $3.4 million. ATTACHMENTS: None.
