Cook <br />RECOMMENDATION: <br />Direct that staff proceed with finalizing all private hangar leases. <br />BRIEFING SUMMARY <br />• Public Works (PW) has pending leases on Lots: H-5, H-7, H-8, H-9, H- <br />10, H-11 and H-12 (EXHIBIT 1). <br />• Recently, the Board of County Commissioners (BOCC) directed staff <br />prepare a distressed county fund application (Fund 108) installing utilities <br />and paving access taxi -lanes supporting private hangar development. <br />• Recent public hearing for lease on Lot H-9 was continued until December <br />3, 2019. <br />• Development of Lots H-5 through H-13 is consistent with the adopted <br />ELN ALP (EXHIBIT 2). <br />BACKGROUND: <br />During the past several months, Public Works has taken deposits on lots slated for private <br />hangar development. Desiring economic development at ELN, the BOCC directed staff <br />prepare a grant application to the Council of Governments for funding utility extensions <br />and paving of two taxi -lanes servings Lots H-5 through H-13 (EXHIBIT 3). <br />At a recent public hearing for Lot H-9 lease, several members of the Airport Advisory <br />Committee objected to the proposed lease stating that the area is better used for <br />commercial hangars — despite not having any commercial applications. The approved <br />Airport Layout Plan (ALP) identifies the area for hangar development without stipulating <br />private or commercial uses. <br />DISCUSSION: <br />Disgruntled advisory board members are now complaining that they were not consulted <br />on hangar placement though the committee was well represented during development of <br />the current Master Plan for ELN. Owing to the desire of a lessee to site a private hangar <br />(Ravet), staff initiated a binding site plan revision.
