easily developed lots in the vicinity of H-5 through H-13. Staff redesigned the area <br />creating a mix of lot sizes for hangar development. The fact that numerous private <br />hangar developers have secured lots for BOCC leases, suggests that staff does understand <br />current market demand for private hangars at ELN. Staff did not consult the Advisory <br />Board. Staff, believing they were correctly implementing BOCC desire improving the <br />financial viability of ELN, has been pursuing hangar development for the past several <br />months. Significant area and lots remain for desired commercial hangar development <br />within the current binding site plan. Additionally, advisory members are now suggesting <br />that it is not in the best interest of the airport to lease lots to private hangar builders unless <br />they utilize all the lot area — despite paying the entire land lease. Some lessees are <br />seeking larger lots avoiding fire wall construction within private hangars. <br />If the BOCC determines that the area intended for hangar construction is best suited to <br />commercial development, staff suggests revising the binding site plan accordingly and <br />providing larger lots to that purpose. Staff believes this action will not trigger any <br />required alteration to the approved ALP.
