Consultant will use the 2008 plan as a basis, interview County operations staff for current
practices and procedures to be incorporated into the plan, and develop a proposed inspection
plan for leak testing. The Consultant will provide support services for discussion and
negotiations with Ecology. The Consultant will attend one onsite meeting with the County and
Ecology. The plan will be developed in draft with one round of revisions to incorporate County
and Ecology comments for the final Operation and Maintenance Manual. No figures will be
required for inclusion in the plan.
Task 3 Deliverables:
• One draft and final submittal of the Operation and Maintenance Manual (PDF)
TASK 4: UNPLANNED CRITICAL WORK
The Consultant will provide as needed engineering support at the request of the County
for needs identified during the LPL permit update process. As services are requested,
the Consultant will promptly develop a brief scope and budget. Upon County approval,
the Consultant will proceed with the unplanned services. Considering the unknown
nature and level of effort that may be required, an allowance of $10,000 has been
established for use as directed by the County. The Consultant will only utilize this
budget as approved by the County, and will not proceed with services beyond the
amount established.
TASK 5: PROJECT MANAGEMENT
This task covers our day-to-day management of the work, including the work of our
teaming partners, to make certain that the project progresses on schedule, within
budget, and meets all of the County's expectations for content and quality.
Project management activities will include:
• Developing an internal work plan, or Project Management Plan (PMP), which will include
an outline of project objectives, communication plan, project criteria, quality control plan,
scheduling, deliverables, and the many other aspects required to execute, monitor, and
control the project
• Managing project activities
• Schedule tracking
• Preparing monthly invoices accompanied by a project status report
• Administering subcontractor agreements
• Coordinating, scheduling, and participating in project meetings, including preparation of
meeting notes
Along with project management, our quality assurance/quality control (QA/QC) program
will be implemented. Project management is assumed to occur from November 2019
through December 2020, a project duration of 15 months.
Professional Services Agreement (rev. 09/24/2018)
