• Geotechnical and hydrogeologic investigation reports, including contaminant fate <br />transport modeling and groundwater sampling and analysis plan. <br />Kittitas County Project Permit <br />The LPL expanded disposal area is expected to be a land use development activity <br />requiring a land use permit. The requirements for this application will be established <br />during a pre -application conference with KCCDS in Task 1. The Consultant will prepare <br />the application, which is assumed to rely upon much of the content developed for the <br />LPL permit application. <br />The application is expected to require a public hearing with a final decision being <br />provided by a Kittitas County Hearing Examiner. The Consultant will attend the public <br />hearing and be available to respond to comments at the direction of the County. <br />SEPA Environmental Checklist <br />The SEPA process will be integrated within the Project Permit procedures from KCCDS. <br />KCCDS is assumed to serve as the lead agency. The Consultant will prepare the draft <br />SEPA checklist for public notice and distribution by KCCDS. This checklist will be based <br />on the 2004 checklist with updates to reflect the expanded waste footprint. <br />Air Permit <br />The existing LPL is assumed to have a Notice of Construction Permit (air permit) with <br />annual reporting to CRO. The Consultant will develop a new air permit application or a <br />revision to the existing permit for submittal to CRO to account for the increased waste <br />disposal area and possible additional waste types. Day to day operational air impacts <br />are not anticipated to increase beyond those currently approved, for example site <br />equipment and hauling will not increase due to the increased waste disposal capacity. <br />There will be an increase in potential long-term site emissions associated with an <br />extended facility life and the decomposition of a larger waste mass. The level of effort <br />assumed for this permit does not include calculations or modeling beyond what has <br />been required for the site previously. <br />Task 2 Deliverables: <br />• One draft and final submittal of the LPL permit application (PDF) <br />• One draft and final submittal of the Project Permit application (PDF) <br />• One draft and final submittal of the SEPA Environmental Checklist (PDF) <br />• One draft and final submittal of the air permit application (PDF) <br />• Engineering drawings (as included with the applications and in AutoCAD) <br />TASK 3: SEPTAGE LAGOON OPERATIONS PLAN UPDATE <br />The Consultant will review and update the current 2008 Operation and Maintenance Manual for <br />the West Liquid Waste Evaporation Lagoon. The plan will be developed to comply with <br />Washington Administrative Code (WAC) 173-350-330, Surface impoundments and tanks.
