FCENTURY
WEST
E N G I NEER ING
5.5. PROJECT MANAGEMENT, ACCOUNTING, QA/QC, AND TEAM MEETINGS
The advanced engineering design tasks will extend the schedule required to complete the NEPA analysis.
(See Section 7, Estimated Schedule Impact, for a discussion on the anticipated schedule impact). Thus,
additional project management and accounting will be required. Further internal coordination between
the Project team as well as QA/QC of each of the deliverable documents will be needed. Coordination
with FAA ADO as the design progresses from 25% to 60% will also be required in order to review design
progress.
6. ESTIMATED COST
Based on the project needs outlined in Sections 4 and 5 or this memo, the Rough Order of Magnitude
cost for the proposed work effort is anticipated to be between $400,000 and $500,000.
7. ESTIMATED SCHEDULE IMPACT
Work to support the NEPA analysis began in August 2018. The Final EA was anticipated to be completed
around January 2020 with the environmental finding anticipated in February 2020 (a total duration of 18
months).
Assuming the process to review and approve the Advanced Engineering Design work discussed in this
memorandum is completed by the end of !November 2019, the anticipated completion date of the
environmental finding is March 2022; an extension in the NEPA analysis schedule of 25 months.
Approximate timelines for when the work would occur include:
WAdvanced Design/Permitting Project Phases
Timeline
Advanced Design Scoping & Contract
December 2019 — February 2020
Advanced Engineering 60% Preliminary Design Alternatives
i February 2020 — May 2020 i
i
Field Investigations & Site Coordination (Wetland, Flood,
Cultural, Biological, FEMA, DOE, COE Coordination)
April 2020 —June 2020
Advanced Engineering 60% Draft Final Design Alternatives
July 2020 — October 2020
Identify Wetland Mitigation Areas & Alternatives
September 2020 —January 2021
Permitting Submittal Preparation & Mitigation
Design/Coordination
!October 2020 -February 2021 '
Advanced Engineering 60% Final Design Alternatives I October 2020 - February 2021
I
j Submit Permit Applications February 2021
Permitting Agency Coordination February 2021— September 2021
Draft EA July 2021—September 2021 I
Bowers Field Airport Environmental Assessment Page 11
Advanced Design Needs for NEPA Analysis November 27, 2019
