PHASE SA - SCOPE OF WORK <br />Task 6: Essential Public Facility (EPF) Permitting <br />In communications throughout 2019, the City directed the County to proceed under the Type III permit <br />process (akin to applying for a Conditional Use Permit to build an EPF in Light Industrial) and a height <br />Variance. A 2"d Pre -Application package, SEPA Checklist, Critical Area Report, and Traffic Impact <br />Assessment were submitted on September 11, 2019 to support this effort. <br />The City Planning Director updated the project team on October 30, 2019 that the EPF procedures <br />would not be revised so the Type V process would be followed as described in existing code. The EPF <br />permit requires the submittal of a Land Use Application and the height variance requires a separate <br />variance application. <br />Assumptions: <br />The following are assumptions about the hearing process that remain for the project: <br />• Preparation and participation in the 2nd Pre -Application meeting. Attendance will include 2 <br />Jacobs staff in-person. <br />• Preparation and participation in two City Planning Commission meetings. Attendance will <br />include 2 Jacobs staff. <br />• Preparation and participation at one City Council Hearing. Attendance will include 2 Jacobs <br />staff. <br />The Traffic Impact Assessment was not accepted as submitted. The City provided reduced traffic counts <br />for one intersection and asked for a re -submittal. <br />• SEPA Checklist will be approved with minimal revisions. <br />• The Final Traffic Impact Analysis will be approved as re -submitted. <br />• Critical Area Report will be approved with minimal revisions. <br />• Minor adjustments to the Master Plan after the 2nd Pre -Application meeting (up to two more <br />revisions e.g. R17 and R18) <br />Deliverables: <br />• Final Critical Area Report and SEPA Checklist (if required) <br />• Draft and Final Variance Package <br />• Draft and Final Land Use Application for the Essential Public Facility Permit <br />• 2nd Pre -Application Agenda, meeting participation and meeting notes <br />• Up to 3 PowerPoint presentations for meetings <br />• Updated Comment -Response Log <br />Task 7: Public Involvement <br />Public involvement tasks will continue to be performed by Envirolssues, as a subconsultant to Jacobs, to <br />include public involvement communications/coordination, conduct tasks related to the public <br />involvement plan, update the online platform, and coordinate with the Solid Waste Advisory Committee <br />(SWAC). <br />Deliverables <br />• Communication call/meeting agendas and high-level summaries (up to 2) <br />• Monthly progress reports and invoices (5 reports/invoices) <br />• Preparation of one press release <br />• Preparation of material to update the online website <br />• Coordination and support for one (1) Solid Waste Advisory Committee (SWAC) briefing <br />• One analytics report <br />• Website hosting for 5 months (November 2019 -March 2020) <br />
