PHASE 5A- SCOPE OF WORK <br />• One (1) PowerPoint Presentations presented at SWAC meetings <br />Task 8: Solid Waste and Moderate Risk Waste Management Plan Update <br />The Solid Waste and Moderate Risk Waste Management Plan (Plan) was updated according to Revised <br />Code of Washington (RCW) Chapter 70.95 Washington Department of Ecology (Ecology) guidance <br />(Publications #10-07-005, 10-07-006, and #15-04-019). It was presented to the SWAC May 8, 2019 and <br />submitted to Ecology on July 9, 2019. The US Department of Agriculture gave its approval on July 18, <br />2019. The Washington Utilities and Transportation Commission (WUTC) provided comments on August <br />8, 2019. <br />Resolution of Ecology's comments will be incorporated into the Draft Final Plan, accompanied with a <br />formal (Final) response letter (prepared by Jacobs and reviewed by the County). Additional comments <br />will be resolved with the County and the SWAC, with subsequent preparation of the Final plan and <br />formal response letter to Ecology (prepared by Jacobs and reviewed by County). To ensure adoption of <br />the Final Plan, Jacobs will facilitate a call with Ecology and the County. <br />Deliverables <br />• Draft Resolution of Adoption <br />• Draft Final Plan Update - Ecology's comments to the Agency Review Draft Final Plan will be included <br />• Agency Call to discuss Alternative Recycling Plan solution <br />• Comment Letter to WUTC — applicable changes to the Plan will be discussed <br />• Comment Letter to Ecology.— applicable changes to the Plan will be discussed <br />• Final Plan package — incorporates resolutions of adoptions. Electronic copies issued to Ecology, the <br />SWAC members, and the communities in which Kittitas County serves. <br />Assumptions <br />• Services started in 2018 and will be completed in 2020. <br />• The SWAC will not have further substantive edits and will approve the revised Plan in its next <br />meeting. <br />• Jacobs will not participate in further SWAC meetings. <br />• The County will provide information for any updated figures and tables for the Plan Update. <br />• County will facilitate the signing of the resolutions of adoption. <br />• There will be no further edits to the SEPA Checklist. <br />Task 9: Transfer, Transportation and Disposal Procurement <br />The County is facing a contract negotiation with Waste Management. <br />Jacobs will review the current operations agreement with Waste Management, Inc., identify questions <br />and comments related to sections the County would like Jacobs input on, provide options for ways the <br />County might approach various issues, and hold up to four calls with the County of up to two hours in <br />duration each to understand existing operations and improvements that the County may desire. During <br />the calls, Jacobs will present information and solid waste and material management options in a manner <br />that will help the County decide on its preferred strategy for each issue at the end of this series of calls. <br />After the discussions about options, Jacobs will provide options to refine contract language, discuss the <br />language refinement options during a call with the County, and make one further set of changes in <br />response to that conversation. The sections and topics issues that Jacobs will provide input on are as <br />follows: <br />1. Update Definitions (Section IV), including <br />a. Strategy for recyclable material requirements/options. <br />2. Update and refine pricing considerations (Section V), with particular focus on the following: <br />a.
