PHASE 5A - SCOPE OF WORK <br />was hosted on April 18 to gather comments for preparation of the DARPA. These meetings resulted in an <br />additional wetlands survey and a revised Wetland Delineation Report. <br />Jacobs began preparation of the internal draft JARPA under the previous task amendment. Extensive <br />changes to the site plan precluded completion of the draft JARPA at that time. The site plan was revised <br />to eliminate wetland disturbance, reduce wetland buffer impacts, and retain floodplain function. <br />Jacobs will complete the following: <br />• Prepare the draft JARPA based on the revised sited plan which includes impacts to <br />approximately 0.3 acre of wetland buffer. Jacobs will prepare the application form, vicinity map, <br />profile/elevation map, plan view map, and appropriate site layout drawings showing <br />mitigation/enhancement features and impacted resources. <br />• Email update to USACE to discuss the impacts to wetland buffers and proposed wetland <br />enhancement plan. <br />• Impacts to the wetland buffer will be permitted according to the City of Ellensburg Critical Areas <br />Ordinance. <br />• The project will result in permanent impacts to waters of the U.S. (ditches D1, D2, D4, and D12). <br />It is anticipated that these impacts will be permitted through Section 404 Nationwide Permit <br />(NWP) Permit. <br />• A draft and final Compensatory Mitigation/Enhancement Plan and a draft and final Floodplain <br />Mitigation Plan as a part of the JARPA application package. <br />• Submit the JARPA to the USACE, the City of Ellensburg, and Ecology. <br />• Coordinate the Section 401 Water Quality Certification with the Washington Department of <br />Ecology. <br />Deliverables: <br />• Draft and Final JARPA <br />• Section 404 Wetlands Permit (NWP) from the USACE <br />• Floodplain Development approval from the City of Ellensburg <br />• Draft and Final Floodplain and Wetlands Mitigation Plans <br />• Section 401 Water Quality Certification <br />Task 5: Traffic Impact Analysis <br />Jacobs prepared a traffic impact analysis (TIA) and technical memorandum which was submitted to the <br />City of Ellensburg on September 11, 2019. The original scope was expanded to include the addition of <br />the Minor Collector, the Maintenance Facility, and different entrance configurations. Work <br />accomplished outside the original scope include revisions to and correspondence associated with the <br />first TIA, and correspondence with the City of Ellensburg and WSDOT regarding the limited access <br />classification of US 97. <br />Additional budget is required to respond to City comments received October 2, 2019. The City has <br />requested that different turning movement counts be utilized for the intersection of N Railroad Avenue <br />& W 5th Avenue. The traffic impact analysis will be updated to reflect the new counts. <br />Assumptions <br />• The TIA will be accepted as submitted. <br />Deliverables <br />0 Revised TIA <br />
