PHASE 5A - SCOPE OF WORK <br />• Communication call/meeting agendas and high-level summaries <br />• Progress reports and invoices <br />Task 2: Field Work <br />Cruse and Associates has performed the survey services and produced the electronic submittals in <br />AutoCAD Civil 3-D. Cruse submitted the boundary plat survey and topographic survey to the County for <br />recording. Additional work will be required to provide a detailed engineer's estimate for improvements <br />required to meet short plat requirements. This estimate is necessary to support bonding for <br />improvements that will be constructed later. It is assumed that any additional survey necessary to <br />provide final design of the Minor Collector will be performed in a subsequent phase. An additional legal <br />description will be prepared to support transfer by deed to City Right of Way for the portion of the <br />adjacent property to the south that is necessary for construction and survey of the Minor Collector. <br />Water monitoring occurred from April to November 2019 to determine impacts of groundwater <br />elevations during the irrigation season. The results will be provided in a memo in December 2019 <br />including groundwater surface and exhibits. <br />Assumptions: <br />• Water monitoring will be complete in November 2019. <br />• A Final Groundwater Elevation Memo will be produced after incorporation of Client comments. <br />• The Short Plat process is estimated to last 1 year. <br />• 1 Jacobs employee will attend a meeting with the City to coordinate the short plat survey. <br />• Boundary line adjustment process will occur after final design. <br />Deliverables: <br />• Short Plat Bonding estimate <br />• Short Plat Application <br />• Draft and Final Groundwater Elevation Memo <br />Tasl< 3: Stormwater Analysis <br />Jacobs conducted a frequently flooded areas assessment and Hydraulics Analysis to show no net rise in <br />base flood elevation resulting from the proposed development. A Draft Floodplain and Hydraulic <br />Analysis Memo was submitted on August 9, 2019. <br />Jacobs conducted a stormwater pond analysis to demonstrate all stormwater could be contained onsite. <br />Due to changes in wetlands and floodplains, the stormwater memo required revision. <br />Assumptions: <br />• A Final Stormwater Memo will be produced after incorporation of Client comments. <br />Deliverable: <br />• Draft and Final Stormwater Memo <br />Task 4: Joint Aquatic Resources Permit Application <br />The JARPA is to obtain wetlands permits from USACE and floodplain permits from the City. It is typically <br />submitted after State Environmental Policy Act (SEPA) is completed for the project. <br />Jacobs facilitated one onsite meeting and site visit with the Washington State Department of Ecology <br />(Ecology) and City Planning to discuss the potential impacts of wetlands and floodplains from the <br />proposed transfer station on April 4, 2019.
