Phase 5a—Scope of Work <br />Phase 5a encompasses additional local land use and permitting work needed as follow-on to the <br />Professional Service Agreement (PSA), executed on October 18, 2018. This effort provides additional <br />permitting assistance to support Kittitas County to site, design, and build the proposed Kittitas County <br />Solid Waste Transfer Station at the US 97/Old Highway 10 site. A majority of services are expected to be <br />complete in March 2020. Completion of the boundary plat survey is expected to be complete in <br />December 2020. <br />During the course of Phase 5 work, several changes were required to the Master Plan and the permitting <br />timelines including the addition of the Public Works Department Maintenance Facility, a Minor Collector <br />road for the City (which would have resulted in wetlands impacts), an access reclassification of US 97, <br />and a land acquisition. <br />The following is an expanded scope and level of effort to finish tasks associated with Phase 5: <br />• Task 1— Project Management <br />• Task 2 — Field Work <br />• Task 3 — StormwaterAnalysis <br />• Task 4 —Joint Aquatic Resources Permit Application (DARPA) Permit <br />• Task 5 - Traffic <br />• Task 6 — Essential Public Facility (EPF) Permitting Process <br />• Task 7 — Public Involvement <br />• Task 8 — Solid Waste and Moderate Risk Waste Management Plan Update <br />• Task 9 —Transfer, Transportation, Disposal procurement <br />• Task 10 — Unplanned/Unanticipated Critical Tasks <br />This work will be performed in accordance with the October 16, 2016 Professional Service Agreement <br />(PSA) and Amendments No. 1-4. <br />The permits and work associated with the 30% Design phase will be developed under a separate phase <br />and amendment to the PSA. <br />Phase Sa —Additional Site Permitting <br />Phase 5a site permitting duration is anticipated to continue through March 2020. This phase is designed <br />to support Kittitas County in obtaining permits for completing the local land use permit and conceptual <br />design, and for preparing a JARPA and obtaining JARPA permits for the proposed solid waste transfer <br />station located within the City of Ellensburg's (City) urban growth area near Highway 97. Phase 5a tasks <br />and work associated with each subtask is as follows: <br />Task 1: Project Management <br />Project management tasks will continue to maintain the continuity of the project during the site <br />permitting phase. It will include monthly invoicing and project status reporting, monthly coordination <br />meetings with the County Solid Waste Director (Client), and weekly Jacobs' team meetings throughout <br />the duration of Phase 5a. <br />Assumptions: <br />This phase of the project is expected to be complete in March 2020 depending upon agency <br />actions. <br />Deliverables: <br />
