Cook <br />RECOMMENDATION: <br />Direct staff prepare a purchase option for approximately 86 acres of land (EXHIBIT 1) <br />on Highway 10 (Old Church Camp); TP 9346534 (Teanaway Ridge LLC). <br />BRIEFING SUMMARY: <br />• The current property owner is interested in potentially selling approximately 86 <br />acres with Yakima River frontage. <br />• The owner is expressing interest in entering into a real estate purchase option <br />agreement securing the land for two years. <br />• During the option period, staff proposes conducting feasibility analysis <br />investigating potential funding sources. <br />• Any money spent on the purchase option will be applied to the purchase price. <br />• The parcel is identified as a high priority acquisition by the Kittitas County <br />Yakima River Public Access Plan, July 2018 (EXHIBIT 2) <br />BACKGROUND: <br />For the past several years, the property owner of the "Old Church Camp" property on <br />Highway 10 has been working towards developing a Recreational Vehicle camp facility. <br />Commissioner Osiadacz recently reached out to the property owner discussing the <br />recommendations contained in the Board's Yakima River Access Plan (2018). The <br />property affords river access below a log jam that annually puts numerous river floaters at <br />risk. <br />DISCUSSION: <br />The property currently has numerous site improvements that make it attractive for <br />recreational use. There is an existing onsite well that has been exercised routinely by the <br />owner. Additionally, a large metal structure exists that offers multiple uses. The site is <br />accessed across the Burlington Northern Santa Fe (BNSF) railroad mainline. Staff <br />proposes identifying access issues with BNSF during the early stages of feasibility <br />evaluation.
