RESTORING RIVERS <br />Roles <br />Responsibilities <br />Policy <br />Action Group convenes and provides forum for discussion of policy <br />reforms and collaboratively pushes to advance reforms. <br />Staff at the state agency would have primary responsibility of <br />supporting this group. The non-profit organization staff would also <br />play a key role in facilitation and supporting policy analysis and <br />advocacy. <br />Note, individual members also work within their own authorities and <br />spheres of influence to promote policy reform. <br />Funding <br />Action Group provides forum for coordination of efforts related to <br />state and federal grant funding and opportunities for local and <br />private funding. <br />Ecology staff manacle FbD arant loroaram and also support efforts to <br />leverage federal funds such as Federal Emergency Management <br />Agency grants. <br />I Non-profit staff leads collaborative effort with Action Group and <br />project partners seeks to leverage grant funds and to advocate for <br />funds. <br />Measurement and <br />Ecology compiles and tracks metrics from FbD grant funded projects. <br />Learning <br />Academic institution or State could be responsible for tracking <br />systems change metrics <br />Considerations <br />Key Factors <br />- Identification of potential partners to play roles <br />o TNC continue to serve as lead for any of the <br />functions? <br />o Recruit non-profit organization to support <br />collaboration. Likely candidates: American Rivers, <br />River Network, The Watershed Center, Washington <br />Environmental Council, Stewardship Partners, Forterra, <br />others? <br />o Univ. of Washington, Western Washington University, <br />Washington State University or other academic <br />institution? <br />- Does existing FbD Management Team role change? <br />Implementation <br />To be refined <br />Steps <br />1. Establish Steering Group - process for establishing will differ <br />Administrative steps and <br />whether it is an independent group, an advisory body to an existing <br />coalition building to <br />Ecology program, or established as part of a new Office at Ecology. <br />support them <br />- If advisory body to existing Ecology program, would require review <br />and approval by Ecology management and Office of Financial <br />Management <br />- If new Office, would require legislation to establish <br />2.
