year roadway moratorium will occur, prohibiting the City from construction within the roadway
prism, further delaying an economically and physically revitalized downtown.
7. Describe any feasibility or predevelopment studies that demonstrate the linkage between the proposed
Distressed County Infrastructure improvements and the anticipated economic outcomes.
Conceptual plans and studies have been prepared for Cie Elum's downtown corridor over the past 20
years to improve traffic flow, optimize parking, and build a pedestrian -friendly environment. The
latter has always been a focal point to enhance Cie Elum's tourism experience. The plans also
addressed the need for improvements to stormwater facilities throughout the City. Past plans and
studies continually lost momentum as the City's limited budget restricted possibilities for advancing
forward without financial assistance. With procurement of grants/loans in excess of $3.2 million in
2.5 years, Cie Elum residents and business owners have acknowledged the reality of the downtown
revitalization truly coming to fruition. The rigorous planning process discussed in question 7
included feasibility analysis of design alternatives, followed by adoption of the preferred alternative
by City Council. Though the planning process did not include a market study and potential
economic outcomes following completion of the revitalization, comparisons were made to many of
the eastern Washington neighboring communities implementing main street revitalizations, with
overwhelming positive results. Eastern Washington examples of economic revitalization resulting
from revitalized Main Streets/downtowns include Grandview, Sunnyside, and Yakima, Washington.
The consultant team contracted by the City (HLA and HBB) led these three efforts, including the
award-winning Grandview "Alive" Downtown Revitalization where over twenty store fronts were
vacant prior to the project, and today, there are no downtown vacancies in the thriving community.
8. Indicate if other needed infrastructure (e.g., sewer, water, power) is in place or if there is a plan for getting
it in place.
The First Street Downtown Revitalization project as a whole was strategically planned to address
underground facilities during or prior to sidewalk and street improvement project phases. Phase
Two — First Street Stormwater Improvements is funded and will be completed as part of the First
Street Stormwater and Billings Avenue to Oakes Avenue Improvements. Undergrounding of power
and other dry utilities will also be included in the stormwater project to isolate trench excavation
needs to one instance. The City's sewer and water systems are already in place and will not require
any modifications.
As previously mentioned, the proposed stormwater improvements along the entire corridor must be
installed before WSDOT completes the First Street (SR 903) Paver project, scheduled for the Spring
of 2022.
9. Indicate the Estimated Number of Businesses Creat Retained the Project. 5
Assumptions/Justifications/Methodology/Calculations
The City, many community members, and various organizations have realized the importance of
tourism in Cie Elum and the positive affect it has on the current and future businesses. Constructing
a safe and efficient stormwater system in harmony with the street and sidewalk infrastructure
systems is one of the first steps in creating a flourishing downtown.
Enhancing sidewalks and reducing street widths will transition First Street from an auto -centric
thoroughfare to a more balanced, safe, and inviting downtown, encouraging tourists to park, walk,
and shop. Currently, five businesses per year have complained to the City regarding poor
stormwater facilities and drainage issues. Appropriate infrastructure will not only retain several
businesses but attract new ones. Completing this project will show good faith and resolve the source
of those business complaints.
11
