andlocallawsinconnectionwiththeirdutiesintheadministrationandregulationoftheuseandoccupancyofthepubliclandsasdefinedherein.3.TheKittitasCountySheriff'sOfficeandtheBLMmutuallyagreetoprovidethemaximumcooperation,assistance,andcoordinationpossible,withintheavailabilityoffundsandestablishedlaws,regulations,andpoliciesgoverningtherespectiveagenciesthatwillassuretheprotectionofpersonsandpropertyonthepubliclands,waters,roads,andtrailsadministeredbytheBLMwithintheconfinesofKittitasCounty.4.TheKittitasCountySherifffurtheragreesthatpursuanttoRCW36.28.020hewilldesignateBLMLEO,RangerTimothyLNicoulinJr.,asaSpecialDeputyoftheKittitasCountySheriff'sOfficeforenforcementofWashingtonStatelawsandregulationsandKittitasCountyordinancesinKittitasCountyTheKittitasCountySherifffurtherunderstandsandagreesthatRangerNicoulinislimitedbytheBLMtoexercisesaidenforcementauthorityonlyinconnectionwithhisdutiesintheadministrationandregulationoftheuseandoccupancyofthepubliclandsasdefinedherein.RangerNicoulinwillbefurtherinstructedthattheBLMmaydisciplineanyofitsLEOswhoexerciseStateand/orlocallawenforcementauthorityinviolationoftherestrictionsimposeduponthembytheBLM.Priortoanysuchdesignation,theBLMagreestoprovideanytrainingrequiredbyWashingtonStatelawortheKittitasCountySheriff'sOfficetoRangerNicoulin.ItisunderstoodandagreedthattheauthoritygrantedbytheKittitasCountySheriffincludestheauthoritytoexecuteanyvalidStateorlocalwarrantthattheKittitasCountySheriff'sOfficehastheauthoritytoexecuteandforwhichtheKittitasCountySheriffsOfficehastheauthoritytogrant.However,itisunderstoodthattheBLMlimitsRangerNicoulintoexercisesuchauthorityonlyinconnectionwithhisdutiesintheadministrationandregulationoftheuseandoccupancyofthepubliclandsasdefinedherein,and,whenfeasible,upontherequestoftheKittitasCountySheriffsOffice.5.TheBLMfurtheragreestotakethefollowingmutuallyagreeduponactionsrelatedtoviolationsofWashingtonStatelawsandKittitasCountyordinances,a.Torespondtorequestsforback-upservicestoeachotherinemergency"officerneedsassistance"situations,asmaybereasonable,prudent,andnecessaryunderthecircumstances.ItisfurtherunderstoodandagreedthatallofficerswillbeinstructedthatRangerNicoulinislimitedtorespondingtothosesituationsnotonpubliclandswhereheistheclosestavailableofficerandiswithinreasonableproximity,consideringallfactors,tothesituationrequiringassistance.b.Toissuecitations,arrest,and/orreleasepersonssuspectedofviolationsofWashingtonStatelaws,regulations,orKittitasCountyordinancesrelatedAttachment6-3
