III.DEFINITIONSA.PublicLands-MeansanylandandinterestinlandownedbytheUnitedStateswithintheseveralStatesandadministeredbytheSecretaryoftheInterior,throughtheBLMwithoutregardtohowtheUnitedStatesacquiredownership,except:1.LandslocatedontheouterContinentalShelf2.LandsheldforthebenefitofIndians,Aleuts,andEskimos.43U.S.C,1702(e)B.LawEnforcementOfficer(LEO)-LawEnforcementRangersandSpecialAgentsemployedbytheBLMwhohavebeendelegatedlawenforcementauthoritybytheDirector,BLM.C.StateDirector-TheStateDirector,BLM,Oregon/WashingtonStateOfficeD.SpecialAgent-in-Charge(SAC)-BLMSpecialAgent-inChargefortheOregon/WashingtonStateOfficeIV.PROCEDURESA.TheKittitasCountySheriffhastheauthoritytoenforcethelawsoftheStateofWashingtonandtheordinancesofKittitasCountyonsuchpubliclandsadministeredbytheBLMthatliewithintheconfinesofKittitasCounty;andislimitedastotheamountofprotection,patrol,andinvestigationthatcanbeprovidedonthosepubliclands,waters,roads,andtrailsadministeredbytheBLMwithinKittitasCounty.B.TheStateDirector,SAC,andtheKittitasCountySheriffherebymutuallyagreethatitisdesirabletocooperateandcollaborateinbetterutilizingtheresourcesofbothagencieswhileprovidingformoreadequateprotectionofpersonsandpropertyonthepubliclandsasfollows:1.TheKittitasCountySheriffagreestocontinuetoenforcethecivilandcriminallawsofWashingtonStateandKittitasCountyonthepubliclands,waters,roads,andtrailsadministeredbytheBLMwithinthenormalscopeofdutytotheextentofcurrentfinancialandmanpowerresourceswithoutreimbursementbytheBLM.2.TheBLMagrees,withintheavailabilityoffundsandestablishedFederalregulationsandpolicies,toenforcetheauthorizedFederallawsandregulationspertainingtothepubliclandsadministeredbytheBLM,andStateAttachment6-2
