Contrasts related to the <br />staging and laydown areas would be short-term and common to all route segments and Design Options. <br />Staging areas would be located in previously disturbed areas; therefore, the primary visual impacts <br />associated with those sites would be related to the short-term presence of construction materials creating <br />structure contrasts and would be independent of route segments. <br />Maintenance activities, such as periodic patrolling of the line, would be conducted with helicopters semi- <br />annually and with all-terrain vehicles or 4x4 trucks. The locations of these inspections are dependent on <br />the route segment, but would be common to all route segments. Short-term structure contrasts created by <br />the presence of patrol vehicles, equipment used for necessary hardware maintenance and repairs (e.g., <br />boom and bucket trucks, flatbed trucks), ROW corridor maintenance and vegetation management, and <br />associated fugitive dust potentially impacting views would create low impacts common to all route <br />segments. Operational impacts (e.g., the presence of the transmission line structures, conductors, access <br />roads) would cause the greatest long-term impacts and would be dependent on the location of the route <br />segments and Design Option, as described below. Long-term Project visual impacts are summarized in <br />Tables 4.8-8A and 4.8-8B.
