Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-150 <br />4.5.1.3 Impact Types <br />Physical impacts to recreational uses were assessed along the centerline of each of the route segments for <br />the inventoried recreational use categories. The impact types identified for recreation uses along the <br />centerlines of Action Alternative route segments are characteristically direct and long-term and include <br />any impact that: <br />• Displaces, alters, or otherwise physically affects any existing, developing, or planned <br />recreational use or activity; and <br />• Alters or otherwise physically affects any established, designated, or planned park, recreation, <br />preservation, or educational use area or activity. <br />Visual impacts are typically an important aspect of the recreational experience, are discussed in Section <br />4.8 - Visual Resources and are not part of the recreational resource impact analysis. <br />4.5.2 Impact Levels (High, Moderate, Low, No Identifiable Impact) <br />Potential impacts to recreation resources were assessed along the assumed centerline of the proposed 230 <br />kilovolt transmission line and access roads, with consideration of transmission Underground and <br />Overhead Design Options. The assumed centerline for land use and recreation impact assessment is 125 <br />feet wide (i.e., the proposed ROW width of the Overhead Design Option). <br />High - Impacts would be considered high where the Project would: <br />• Permanently preclude, alter, or eliminate developed recreational activities during and after <br />construction of transmission lines or access roads. <br />Moderate - Impacts would be considered moderate where the Project would: <br />• Temporarily preclude or limit developed and dispersed recreation opportunities during peak <br />use periods during and after construction of transmission line and/or access roads. <br />Low - Impacts would be considered low where the Project would: <br />• Temporarily preclude or limit developed and dispersed recreation opportunities during off- <br />peak use periods during and after construction of transmission line and/or access roads; <br />and/or <br />• Require minor relocation of dispersed recreational activities to equal or better locations <br />during or after construction of transmission line and/or access roads. <br />No Identifiable - No identifiable impact would occur where recreation uses would be able to continue as <br />they currently exist. <br />4.5.3 Impacts Common to All Route Segments and Design Options <br />The proposed Project would potentially affect hunting on public and private lands across most of the <br />Route Segments. Aside from the 15,000-acre private Burbank Creek hunting area, specific hunting <br />locations are not generally known. <br />During construction of either Design Option, noise from construction vehicles, equipment, and <br />helicopters could displace wildlife to other areas not accessible for hunting. The displacement of wildlife <br />from these areas would result in a diminished hunting experience, but may be offset by wildlife
