Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-149 <br />4.5 RECREATION <br />Impacts on recreation resources would be created as a result of the construction, operation, and <br />maintenance of the Project and would be caused by the displacement or alteration of existing recreation <br />land uses or activities. <br />4.5.1 Methods and Impact Types <br />4.5.1.1 Analysis Methods <br />The recreation impact methodology was similar to the analysis of the land use resources and included: <br />• Identifying the types of Project effects on recreation resources; <br />• Evaluating the sensitivity of specific recreational uses to change; <br />• Developing criteria for assessing impact intensity; <br />• Assessing impacts based on Required Design Features (RDFs); <br />• Introducing mitigation measures in specific locations to reduce impacts; <br />• Evaluating residual impacts; and <br />• Comparing alternatives based on recreation impacts. <br />4.5.1.2 Impact Criteria <br />Resource sensitivity was considered in determining how susceptible to change recreational land uses <br />would be to the introduction of the Project as described in Chapter 2. Impacts were based on sensitivity <br />and impacts that could occur to recreational uses as a result of Project construction, operation, and <br />maintenance. <br />Sensitivity is a measure of the probable responses that a recreational use or activity would have to the <br />direct and indirect impacts associated with the construction, operation, and maintenance of the proposed <br />Project. Changes are brought about by: <br />• Acquisition of land or property rights to accommodate the Project; <br />• Installing the Project; <br />• The physical presence and operation of the Project; and <br />• Managing the right-of-way (ROW) and maintaining the transmission line. <br />The potential for change from introducing the transmission line differs from one recreation use category <br />to another with respect to what might be altered and to what extent. This potential for change is predicted <br />by evaluating the environmental conditions, the Project description and Design Options, and RDFs.
