Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-151 <br />displacement to other hunting areas (see Section 4.3 - Wildlife and Special Status Species impacts). <br />Construction impacts would be short-term and related to structure installation or duct bank trenching and <br />installation, soil stockpiling, staging areas, access road improvements and new access road construction, <br />splice vault installation, temporary pulling/tensioning sites, transition station construction, and other <br />Overhead and Underground Design Option construction activities. Construction impacts are expected to <br />be low. <br />4.5.4 Impacts Specific to Route Segments and Design Options <br />Long-term and short-term impacts to recreation resources were assessed for each route segment. Impacts <br />for each route segment are discussed in detail in the following sections. <br />4.5.4.1 Route Segment 1a/NNR-1 <br />There are no recreation areas or significant recreational activities occurring along Route Segment 1a/New <br />Northern Route (NNR) 1, therefore no short-term or long-term impacts will occur as a result of the <br />Project construction, operation, or maintenance. No impacts on recreation resources are expected. <br />4.5.4.2 Route Segment 1b <br />Route Segment 1b is located in a restricted area of Joint Base Lewis-McChord Yakima Training Center <br />(JBLM YTC) and no recreation activities are allowed in this area of the base. No impacts on recreation <br />resources are expected. <br />4.5.4.3 Route Segment 1c <br />The primary recreation activity occurring in this area is private land hunting. State lands are crossed for <br />one mile on the west end of the route in the Blackrock designated elk hunting area (Washington <br />Department of Fish and Wildlife 2015). Refer to impacts common to all route segments above (Section <br />4.5.3) for potential recreation impacts on Route Segment 1c. Other areas of agriculture and residential <br />land use will not impact recreational resources. Low impacts are expected for 11.0 miles of this route <br />segment and no impacts for 1.8 miles. <br />4.5.4.4 Route Segment 2a <br />Route 2a crosses private lands potentially open for dispersed hunting activities. Refer to impacts common <br />to all route segments above (Section 4.5.3) for potential recreation impacts on Route Segment 2a. Low <br />impacts are expected for this route segment. <br />4.5.4.5 Route Segment 2b <br />Private and U.S. Bureau of Land Management (BLM) land potentially open for hunting may be affected <br />by the Project. Refer to impacts common to all route segments above (Section 4.5.3) for potential <br />recreation impacts on Route Segment 2b. Low impacts are expected for this route segment. <br />4.5.4.6 Route Segment 2c <br />Private and BLM land potentially open for hunting may be affected by the Project. However, much of this <br />route segment is located adjacent to an existing transmission line and agricultural land, limiting hunting <br />opportunities and potential impacts. Refer to impacts common to all route segments above (Section 4.5.3) <br />for potential recreation impacts on Route Segment 2c. Low impacts 11.6 miles and no impacts for 6.5 <br />miles are expected for this route segment. <br />4.5.4.7 Route Segment 2d <br />BLM-managed land potentially open for hunting may be affected by the Project. However, limited access <br />to these lands would reduce the potential for Project impacts. Refer to impacts common to all route
