Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-53 <br />TR-6: Flaggers will be employed as necessary to direct traffic when large equipment is exiting or entering <br />public roads to minimize the risk of accidents, as detailed in a WSDOT approved Traffic Management <br />Plan. A Traffic Management Plan will be necessary if construction vehicles will be entering/exiting I-82 <br />outside of interchange areas or if flaggers are needed. <br />TR-7: Pacific Power personnel and its contractors will be required to adhere to speed limits <br />commensurate with road types, traffic volumes, vehicle types and site-specific conditions to ensure safe <br />and efficient traffic flow. <br />TR-8: During and following construction and as necessary to maintain safe driving conditions, any <br />damage to existing roadways caused by construction vehicles will be repaired. Repairs will be <br />coordinated as appropriate with WSDOT, the appropriate landowner, land management agencies and/the <br />applicable county public works departments. <br />TR-9: To reduce impacts on roads where direct access from roadways is allowed, stabilized construction <br />access areas adjacent to roads would be used and would consist of a pad of aggregate rock underlain with <br />geotextile fabric, crushed rock, steel rumble pad, or equivalent per applicable agency-approved best <br />management practice. Whenever practicable, access pads would be sloped downward into the disturbed <br />area to prevent dust, soil, and gravel discharges onto the roadway. <br />TR-10: If sediment is tracked off-site, roads would be cleaned thoroughly by shoveling or sweeping at the <br />end of each day and more frequently, if necessary. Removed sediment would be transported to an <br />appropriate disposal area. <br />TR-11: During and following construction and as necessary to maintain safe driving conditions, any <br />damage to the private Sage Trail Road and bridge caused by construction vehicles will be repaired to pre- <br />construction conditions or better. Repairs will be coordinated as appropriate with the Sage Trail Road <br />homeowners’ representatives or entities responsible for Sage Trail Road and bridge maintenance. <br />2.3.5 Visual Resources <br />VIS-1: No paint or permanent discoloring agents will be applied to rocks or vegetation to indicate limits <br />of survey or construction activity. <br />VIS-2: In residential areas, the structures will be placed, to the extent practicable, in such a way as to <br />reduce the visual impact on the residences and inhabitants. <br />VIS-3: Pacific Power will locate construction staging areas away from visually sensitive locations. Pacific <br />Power and its contractor(s) will be responsible for determining appropriate staging locations in <br />coordination with the private landowners, the appropriate land management agencies and other federal, <br />state, and local authorizing entities. <br />VIS-4: Pacific Power will locate new access roads within previously disturbed areas wherever possible. <br />VIS-5: Pacific Power’s contractors will maintain a clean construction site, with litter being removed daily <br />and all related equipment and materials being removed following completion of construction activities. <br />VIS-6: To reduce visual contrasts caused by glare created by standard aluminum conductors (wires), <br />Pacific Power will use non-specular conductors.
