Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-54 <br />VIS-7: Whenever possible, locations of the new structures will match the spans of adjacent transmission <br />lines and structures. <br />2.3.6 Cultural Resources <br />CUL-1: Pacific Power will implement stipulations and standards of the Project-Specific Programmatic <br />Agreement (PA) prepared and executed by the BLM and JBLM YTC, Reclamation, BPA, FHWA, <br />Washington State Historic Preservation Officer, Pacific Power and other interested parties according to <br />the requirements of Section 106 of the National Historic Preservation Act and its implementing <br />regulations (36 CFR Part 800). The PA will define the Area of Potential Effects (APE); procedures for <br />identifying cultural resources within the APE; evaluating their significance; assessing effects; avoiding or <br />mitigating adverse effects; emergency discoveries; reporting; Native American consultation; and other <br />topics. <br />CUL-2: Pacific Power will oversee an intensive pedestrian cultural resource survey on all federal and <br />state lands and on private lands where easements have been acquired or permission of the land owner has <br />been granted prior to survey. The survey will be conducted within all areas of possible physical <br />disturbance within the APE of the final selected alternative under BLM’s direction and following BLM <br />manual guidelines. The APE for the undertaking includes all involved federal, state, and private lands and <br />is defined as follows: <br />• The transmission line’s direct APE shall be a 500-foot wide corridor, 250 feet on both <br />sides of the transmission line’s centerline. <br />• The direct APE for any existing access roads in their current condition, existing roads <br />that will be improved as part of the Undertaking, and newly built roads shall be a 100- <br />foot wide corridor, 50 feet on both sides of the existing road or proposed road centerline, <br />plus a turning radius of 60 feet where specified. The 100-foot corridor may be wider in <br />some locations to allow cut-and-fill disturbance areas on a hillside, as required for safe <br />construction access. The direct APE for material staging areas, pulling and tensioning <br />sites, splicing sites, concrete batch plants, and other temporary use areas shall be the <br />footprint of these areas, plus a buffer of no less than 50 feet from the construction <br />footprint <br />• The APE for geotechnical drill sites shall be the boring location footprint, plus a buffer, <br />no less than 50 feet, extending from the perimeter of the footprint. <br />• The APE for indirect effects will extend no farther than 3.0 miles from the centerline of <br />proposed transmission line ROW for the selected route. <br />• Certain classes of visually sensitive cultural resources, such as TCPs, beyond the 3.0-mile <br />indirect APE may require analyses to assess visual effect. The BLM will consult with the <br />Tribes, DAHP, and other Signatories to determine whether a change in the visual APE is <br />necessary for these cultural resources. <br />CUL-3: Pacific Power, in consultation with BLM and the Consulting Parties, will develop and implement <br />specific mitigation measures to mitigate any adverse effects. These may include Project modifications to <br />avoid adverse impacts, monitoring of construction activities and data recovery studies. <br />CUL-4: Prior to construction, all of Pacific Power’s supervisory construction personnel will be instructed <br />on the protection of cultural resources. To assist in this effort, the Pacific Power will address: (a) federal <br />and state laws regarding antiquities, including collection and removal; (b) the importance of these <br />resources and the purpose and necessity of protecting them; (c) tribal concerns; and (d) methods for <br />protecting sensitive resources.
