Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-52 <br />respective police, fire, ambulance, and paramedic services. This notification to local agencies will include <br />the proposed locations, nature, timing, and duration of any construction activities and advise of any access <br />restrictions that could impact their effectiveness. <br />LU-14: Pacific Power will determine which aerial applicators operate in the Project area and will provide <br />written notification to all aerial applicators stating when and where the new transmission lines and <br />structures would be erected in order to inform the pilots to the presence of the new transmission line <br />structures. Pacific Power will provide all aerial applicators with aerial photographs and/or topographic <br />maps clearly showing the new transmission lines and structures in relation to agricultural lands. <br />LU-15: Pacific Power will provide a schedule of all planned construction activities to all landowners and <br />all federal, state, and local agencies responsible to authorize the proposed Project and those who could be <br />affected by its construction such as the Native American tribes who utilize the Project area. <br />LU-16: Pacific Power will compensate private landowners for any new land rights required for ROW <br />easements over their land or for the right to construct new, temporary, or permanent access roads. Pacific <br />Power may also pay rents for the federal, state, and local lands that their ROW corridor and Project <br />facilities will occupy. <br />LU-17: Pacific Power will plan and conduct construction activities to minimize temporary disturbance, <br />displacement of crops, and interference with agricultural activities. <br />LU-18: Pacific Power will restore compacted cropland soils to pre-construction conditions. <br />LU-19: Pacific Power will compensate landowners for any damage to property including crops during <br />construction and maintenance activities. <br />LU-20: Pacific Power will install marker balls on the conductor and lights on towers at the Columbia <br />River crossing if required by the Federal Aviation Administration (FAA). <br />2.3.4 Transportation <br />TR-1: For safety at highway and road crossing, structures will be placed at the maximum feasible <br />distance from the highway or road crossing within limits of standard structure design height. <br />TR-2: Prior to the start of construction, Pacific Power will submit a Traffic Management Plan to the <br />WSDOT and applicable public works departments. The Plan will direct Pacific Power’s construction <br />contractor(s) to implement procedures that will minimize traffic impacts. Routing of construction traffic <br />will be coordinated with WSDOT and the applicable county public works departments. <br />TR-3: Oversize or overweight vehicles utilized by Pacific Power and its construction contractor (s) will <br />comply with applicable federal, state, and county requirements. <br />TR-4: When slow or oversized wide loads are in transit to and from work areas, advanced signs and <br />traffic diversion equipment will be used to improve traffic safety. Pilot cars will be used as WSDOT <br />dictates depending on load size and weight. Permits will be obtained for these oversized or overweight <br />loads as required by WSDOT and applicable county public works departments. <br />TR-5: Pacific Power, in consultation with WSDOT, JBLM YTC, and the applicable counties, will <br />develop detour plans and deploy warning signs in advance of any traffic disturbances. Proper road signs <br />and warnings will be used.
