Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-51 <br />LU-3: All existing roads, culverts, and bridges will be left in a condition equal to or better than their <br />condition prior to the construction of the proposed transmission line as agreed upon by the appropriate <br />land management agency, private landowners, and private landowner groups. <br />LU-4: Consultation with the private landowners and/ land management agencies will be conducted to <br />identify Project transmission line structures, access roads, work areas, and other Project facility locations <br />that create the least potential for negative impacts to their property and its current and planned land uses. <br />LU-5: Construction staging areas and pulling sites will be located adjacent to existing roads where <br />practical. Coordination with private landowners and the appropriate federal, state, and local agencies will <br />be conducted to establish construction areas (such as conductor pulling and splicing areas and <br />construction yards). <br />LU-6: During construction of the proposed Project, it may be necessary to remove livestock from areas <br />where heavy equipment operations are taking place. Arrangements will be made with private landowners, <br />livestock owners, leases, and the appropriate federal and/or state land management agencies to keep <br />livestock out of construction areas during construction. <br />LU-7: To limit new or improved accessibility into the Project area by OHVs and other non-authorized <br />motorized vehicles, road access will be controlled in accordance with the management directives of the <br />appropriate land agencies and private landowners. <br />LU-8: All required federal, state, and local land use permits and other authorizations must be obtained by <br />Pacific Power prior to the initiation of any proposed Project construction. <br />LU-9: Construction will be timed, where practical, to minimize disruption of normal seasonal activities <br />for cropland (planting and harvesting) and non-irrigated rangeland use as well as avoiding peak use <br />periods (i.e., weekends and holidays) at parks, recreation, and preservation areas. Construction activities <br />will be coordinated with relevant federal, state, and local agencies and private landowners prior to <br />construction. <br />LU-10: Advanced notice of construction activities will be given to private landowners, land managers, <br />and residents potentially affected by construction activities. Adequate access to existing land uses will be <br />provided during periods of construction and landowners and land managers will be notified of alternative <br />access. Nighttime construction near noise-sensitive land uses (e.g., residences) will be avoided. <br />LU-11: Construction operations will avoid, to the extent feasible, the disturbance of agricultural soil <br />during the wet season. The use of heavy equipment on agricultural land will be minimized to avoid soil <br />compaction. Construction crews would reduce the amount of soil compaction by working when the <br />ground is not wet, using equipment with more tires and wider tires to distribute the weight of the vehicle, <br />and tilling the severely compacted areas after construction is completed or using ground mats when the <br />ground is wet. <br />LU-12: Pacific Power will obtain encroachment permits or other legal agreements from appropriate <br />authorities for each affected federal, state, and local roadway. Such permits are needed for roads that <br />would be crossed by the proposed transmission line, as well as for the parallel roads where proposed <br />transmission line construction activities would require the use of the public ROW (e.g., temporary lane <br />closures). <br />LU-13: Pacific Power will notify in advance appropriate federal, state, or local emergency service <br />providers to avoid restricting movements of emergency vehicles.
