These linkages offer more economical development of needed <br />facilities and have streamlined the permitting process for the horse park facility. <br />On October 22, 1997 the Horse Park Authority voted to endorse the TrendwesilSuncadia <br />site in order to proceed with preliminary planning. On January 2,1998 WSPRC met and <br />approved the site. <br />Facility Master PLAN <br />The contract for the design of the original master plan was awarded to Meller ps, Janis <br />Snoey, the master plan project manager, worked with the Washington State Horse Park <br />Authority, the Washington State Horse Park Foundation, the Public Involvement Task <br />Force, -and the authors of this study to design the Master plan. The design of the Horse <br />Park clearly reflects an iterative process that entailed repeated interaction of all of these <br />parties. It is appropriate to draw directly from the document to succinctly portray the <br />envisioned facility: <br />As a show and competition facility, the Horse Park Master Plan Is designed to accommodate one or more <br />small- to moderate-sized events at a Nme. At full bulld-out, the Horse Park will support large events such as <br />regional Arabian Horse and Quarter horse shows, the North American Young Rldeft Program f=inal <br />Competltkw4 Dressage and Jumping World Cup competitions. The Horse Park w81 meet the needs of breed <br />shows, western competitions, and equestrian sports such as competitive trail riding, jumping, dressage. <br />combined driving and three-day eventing, American Home Show Assoclatlon (ANSA), Federation Equestre <br />Irderrmtionate (FEI)and Profm1b ial Rodeo Cowboys Assccialleon (PIRCA)standards will guide devclopmentof <br />the show and competition facilities. <br />The Horse Park will also serve those interested in less formal equestrian acfivifies such as trail tiding. The <br />Horse Park is proposed to include a trail system interconnected to the Coal Mine Trall east of the site and the <br />Iran Horse Stats Park (the John Wayne trail) south of the site. Trall access Is also proposed through the <br />Mountain Star Resort to back country trails in the -adjacent National Forest in cooperation with Trendwast, a <br />63 <br />
