trailhead will be provided at the northwestern limits of the Mountain Star Resort. This facility will be prodded <br />so that users may immediately access more rustic trails without riding through the resort. Trendwest will <br />determine the location of this "outpost." <br />The architecture and landscape development within the proposed Horse Park will conform to a [northwest <br />mountain Style to blend with the natural environment and reflecting Washington State's history. The building <br />style -- characterized by sloped roofs, generous overhangs, and use of wood, stone, and heavy timber -- is <br />consistent with that proposed for Mountain Star resort. To maintain aesthetic quality control, design of specific <br />facilities will be approved by a design review comm[ttee comprised of members of the gorse Park Authority <br />and representatives of Trandwest. The project vwll be built to high-quality standards to stimulate use of the <br />facility and reduce long-term maintenance costs. Substandard facilities may cost less lndlally, but will not <br />serve the goals of the proposed project. <br />The Horse Park will be developed in phases to reduce the initial cost and allow for flexible expansion. The <br />proposed first phase of development would serve the needs of many small7 to moderate-sized events <br />(although probably no more than two small events or one moderate-sized event at a time), Temporary <br />construction is minimized to reduce the cost of future construction, although some temporary features are <br />necessary to consolidate development In the early phases. <br />In 2006 Edward Lapsley, Facil Ries Consultant, reassessed the original master plan and <br />developed a revised construction plan. The design was marginally changed to reflect the <br />last decade's changes in the technology, management and format of hone park design, <br />construction and operations. Cost estimates were also revised, .based upon a bottom-up <br />approach. <br />64 <br />
