Important components include: <br />1. terse Park Authority Puraose <br />The best statement of intent in the duties of the Authority is found in section I of the <br />originating statute: <br />RCW67.18.010(4) Ih Is the purpose of this legislation to create the framework for such <br />a partnership to fadrdate development of the Washington state horse pant. !t is further <br />the intent of the legislature that the state horse park shall be developed in stages, <br />based on factors such as the avallabillty of funds, equipment, and other materials <br />donated by private sources,- the availabllity and willingness of volunteers to work on <br />park development,- and the availability of revenues generated by the state horse park <br />as it is developed and utiried. <br />2. commission Role <br />The statute describes the Commission's role as follows: <br />RCW 1;7.18.020 (1) the Washington state horse park is hereby established, to be <br />located at a site approved by the commission. In selecting a site the commission <br />shall consider areas with large blocks of land suitable for park development, the <br />distance to various population centers in the state, this ease of transportation to <br />the site for Targe vehicles traveling along either a north -south or.an east -west <br />corridor and other factors deemed important by the commission. <br />The statute also encourages the Authority to collaborate with state agencies when it is <br />mutually beneficial. The Commission is referenced as a potential partner in matters <br />pertaining to public recreation. <br />3. Land Ownership <br />RCW 67.18.020 (2) descflbes three means by which land for the park may be acquired. <br />First, through a grant to State Perks through the WWRP process.
