private development is not promotable as the infrastructure systems are unreliable in the Fust Street <br />corridor. <br />Capacity constraints are not the only scheduling pressure on the impravemenffi for the First Street <br />corridor. The proposed First Street Stormwater Improvements (Phase Two) must be installed before <br />WSDOT completes their scheduled First Street (SR 903) Paver project, scheduled in Spring of 2022. <br />If WSDOT completes paving activities before the storimwater improvements are installed, a five- <br />year roadway moratorium will occur, prohibiting the City from construction within the roadway <br />prism, further delaying an economically and physically revitalized downtown. <br />S. Describe any feasibility or predeveiopment studies that demonstoats the linkage between the proposed <br />DlsVessed County Infrastructure Improvements and the anticipated economic outcomes. <br />Conceptual plans and studies have been prepared for Cle Elum's downtown corridor over the past 20 <br />years to improve traffic flow, optimize parking, and build a pedestrian friendly environment. The <br />latter has always been a focal point to enhance Cie Elum's tourism experience. The plans also <br />addressed Uw rwd fief 1tWovements to stmawater facilities throughout the City. Past plans and <br />studies continually lost momentum as the City's limited budget restricted possibilities for advancing <br />forward without financial assistance. With procurement of grants in excess of $1.5 million in 1.5 <br />years, Cle Elum residents and business owners have acknowledged the reality of the downtown <br />revitalization truly coming to fruition. The rigorous planning process discussed in question 7 <br />included feasibility analysis of design alternatives, followed by adoption of the preferred alternative <br />by City Council. Though the planning process did not include a market study and potential <br />economic outcomes following completion of the revitalization, comparisons were made to many of <br />the eastern. Washington neighboring communities implementing main street revitalization, with <br />overwhelming positive results. Eastern Washington examples of economic revitalization resulting <br />from revitalized Main Streets/downtowns include Grandview, Sunnyside, and Yakima, Washington. <br />The consultant team contracted by the City (HLA and HBB) led these three efforts, including the <br />award-winning Grandview "Alive" Downtown Revitalization where over twenty store fronts were <br />vacant prior to the project, and today, one store front stands vacant in the thriving community. <br />10. Phase <br />Two — First Street Stormwater Improvements is funded in total and will be completed as part of the <br />First Street Stormwater and Billings Avenue Intersection Improvements. Undergrounding of power <br />and other dry utilities will also be included in the stormwater project to isolate trench excavation <br />needs to one instance. The City's sewer and water systems are already in place and will not require <br />any modifications. <br />As previously mentioned, the proposed stormwater improvements along the entire corridor must be <br />installed before WSDOT completes the First Street (SR 903) Paver project, scheduled for the Spring <br />of 2022. <br />the Project. A <br />The City, many community members, and various organizations have realized the importance of <br />tourism in Cle Elum and the positive affect it has on the current and future businesses. Constructing <br />a safe and efficient stormwater system in harmony with the street and sidewalk infisstructure <br />systems is one of the first steps in creating a flourishing downtown. <br />12 <br />
