Enhancing sidewalks and reducing street widths will transition First Street from an auto -centric <br />thoroughfare to a more balanced, safe, and inviting downtown, encouraging tourists to park, walk, <br />and shop. Currently, five businesses per year have complained to the City regarding poor <br />storrawaftw facilities and drainage issues. Appropriate infias-ructure will not only retain several <br />businesses but attract new ones. Completing this project will show good faith and resolve the source <br />of those business complaints. <br />12. Indfcnted the Estimated Number al J<D001ned by the Project. 36 <br />Assrmptione/Jusdflcatlond.LMethodology/Calculations <br />In the shorter term, the City anticipates between 32 and 38 people will be employed during the three <br />months of this construction project: One general contractor with 7-8 employees and additional <br />subcontractors: <br />• Paving subcontractor. 8-10 employees <br />• Sidcwalk/Curbing subcontractor: 8-10 employees <br />• Traffic control sub A*actor: 45 employees <br />• Const nwdon administration services: 5 employees <br />Indirectly, and in the longer terra, the completion of First Street Starmwater and Billings Avenue <br />Intersection Improvements will spur job creation as infill is experienced in vacant stone fronts and <br />restaurants expand business hours to serve additional customers. Also indirectly, the project will <br />reduce the amount of unintended sanitary sewer IBI, allowing increased sewer system capacity for <br />new commercial connections. By providing capacity, businesses are encouraged to develop in this <br />tourist -oriented district, creating year-round job opportunities. <br />13 <br />
