£SA Scope of Work <br />Bowers Field Environmental Assessment -Environmental Services <br />June 2018 <br />Task 3.3 -Environmental Inventory (Threatened & Endangered, Federally and State <br />Listed Species) <br />Objective: Consultant will conduct an environmental inventory to determine if any rare, <br />threatened, and eridangered plant and animal species exist within the vicinity of the study <br />area. <br />Approach: Utilizing existing maps of the airport environs and existing environmental <br />documents, the Consultant will prepare an environmental inventory/overview within 1 <br />mile of the Airport. Regulatory agencies will be contacted to gather background <br />information. <br />A field verification of site conditions will be conducted, and will include a reconnaissance <br />level analysis of resources. This summary is intended to reference any known or potential <br />environmental conditions or issues that could be affected by proposed airport <br />development that have been identified in recent environmental efforts conducted on the <br />airfield. The consultant will request information from the National Marine Fisheries <br />Service (NMFS), Washington Department of Fish and Wildlife (WDFW) and the US Fish <br />and Wildlife Service (USFWS) to identify any rare, threatened, and endangered plant and <br />animal species that have been documented within the vicinity of the Airport. Based on <br />previous site investigations, conducted during the Airport Master Plan project, no <br />significant biotic resources are anticipated. As such, this scope does not include a <br />Biological Assessment. <br />Products: The Consultant will gather this information along with any information <br />received from correspondence in Task 3.1 (conducted by others) and provide a summary <br />memorandum to the FAA and the County for submission to the WDFW and USFWS. <br />Task 3.4 -Wetland Delineation and Functional Assessment <br />Objective: Complete a Wetlands Delineation within the Direct Study Area . <br />Approach: Consultant will complete wetland delineation and prepare a Wetland <br />Delineation Report that details the current condition and extent of wetlands in the direct <br />study area; flagged wetland boundaries will be surveyed as discussed in Task 2.4. <br />Consultant will prepare a report suitable for submittal to the US Army Corps of Engineers <br />(Corps) for permitting under Section 404 of the Clean Water Act and to the County for <br />permitting under its critical area ordinance. The report and permitting documentation to <br />the Corps will be based on a 25% design concept as included in this scope of work. If the <br />Corps requires greater design analysis beyond the 25% level, this effort will be performed <br />under a separate future contract amendment. The report will include information on the <br />topography, vegetation, soils, and hydrology of each wetland in the project area and will <br />include data sheets documenting upland and wetland areas. Consultant will survey the <br />wetland boundaries in the field and a map showing wetland boundaries will be included <br />in the delineation report. <br />2
