ESA Scope of Work <br />Bowers Field Environmental Assessment -Environmental Services <br />June 2018 <br />Products: A draft report of the Wetlands Delineation report will be provided for review <br />by the FAA and the County for review and comment. Upon revision, review comments <br />will be addressed in the final report. <br />Task 3.6 -Air Quality <br />Objective: To provide an analysis of the impacts of the projects to the local air quality. <br />Approach: The Consultant will coordinate with the Department of Ecology {Ecology) <br />Central Regional Office to identify regional air quality concerns and potential impacts, as <br />needed. Kittitas County is not within an air quality non-attainment or maintenance area <br />and Bowers Field is therefore not required to provide documentation for compliance with <br />EPA's General Conformity Regulations. EPA's general conformity guidance for airports <br />encourages airport operators to 1) develop comprehensive emissions inventories for their <br />facilities, 2) generate estimates of future activities and associated emissions, and then 3) <br />work with local and state air quality agencies to ensure that any corresponding <br />maintenance plans accurately reflect and account for all emissions at the airport and <br />growth rates for operations at the airport. <br />Products: The Consultant will complete a conformity evaluation based on an emissions <br />inventory. The conformity evaluation will be conducted in a qualitative manner and will <br />not include air emissions modeling software analysis (e.g., SPECIATE, PM Calculator). A <br />summary of the conformity evaluation will be provided within the Air Quality section of <br />the EA. <br />Task 3.7 -Greenhouse Gas (GHG} Emissions/Climate <br />Objective: To provide an analysis of the impacts of the projects to the local air quality. <br />Approach: The Consultant will review the environmental impacts of the proposed project <br />alternatives considering GHG emissions. The review will consider the potential <br />incremental change in GHG emissions from the proposed project and alternatives <br />compared to the no-action alternative for the same timeframe. The summary report will <br />discuss the context for interpreting and understanding the potential changes and identify <br />suitable mitigation techniques. <br />Products: The Consultant will gather this information and provide a summary of the <br />Greenhouse Gas emissions and any subsequent potential impacts of the projects on the <br />local air quality. <br />Task 3.8 -Affected Environment <br />Objective: Consultant will update the 2016 Environmental Inventory prepared for the <br />Sponsor based on a field visit to the site and desktop research The Environmental <br />Inventory is intended to reference any known or potential environmental conditions or <br />issues that could be affected by proposed airport development projects or that have been <br />identified in recent environmental efforts conducted on the airfield.
