This data may include state and regional economic data, tourism activity and trends, and <br />area military or other state or federal government activity, as appropriate. Agency sources and <br />coordination are anticipated to include Kittitas County, Department of Ecology, Washington State <br />Board of Health, and US Census Bureau. Consultant will consider if the proposed action would have <br />a disproportionately high and adverse human health or environmental effects on minority and low- <br />income population based on data collected . <br />4.1.11 Farmlands -Consultant will coordinate with USDA Natural Resources Conservation Service. <br />Because the study area is entirely within the current airport boundary and is currently zoned for <br />airport development, it is not anticipated that a Farmland Conversion Impact Rating form (AD-1006) <br />will be required. <br />4.1.12 Floodplains -Consultant will review the applicable work product from Task 3.5 and complete <br />a technical report describing any potential impacts the project may have on floodplains. <br />4.1.13 Greenhouse Gas (GHG) Emissions/Climate -Although there are no federal standards for <br />aviation-related GHG emissions, it is well-established that GHG emissions can effect climate. The <br />Council on Environmental Quality (CEQ) has indicated that climate should be considered in NEPA <br />analyses. This task includes preparation of a qualitative air quality and GHG emissions summary in <br />accordance with FAA Order 1050.lF. <br />Consultant will review the environmental impacts of the proposed project alternatives considering <br />GHG emissions. The review will consider the potential incremental change in GHG emissions from <br />the proposed project and alternatives compared to the no-action alternative for the same timeframe. <br />The proposed action or alternative is not thought to reasonably increase GHG emissions over the no- <br />action alternative and therefore not substantially contribute to the US-based GHG emissions. The <br />findings will be briefly explained in this section of the EA. <br />4.1.14 Hazardous Materials-Consultant will review the applicable work product from Environmental <br />Inventory and complete a summary and assessment of any Hazardous Materials identified in the study <br />area. Impacts and Environmental Consequences will be evaluated for the No Action and Proposed <br />Action alternatives . The Consultant will develop recommendations for avoidance, minimization, and <br />mitigation measures. Phase I or II investigations are not included within this scope. <br />4.1.15 Historical, Architectural, Archaeological and Cultural Resources-Consultant will review the <br />applicable work product from Task 3.2. and complete a technical report describing any potential <br />impacts the project may have on archeological and/or historical resources . <br />4.1.16 Induced Socioeconomics -Consultant will review and summarize socioeconomic impacts <br />including shifts in patterns of population movement and growth; public service demands; changes in <br />business and economic activities; and other factors identified by the public.
